Enterprises applying for materials online log in to "High Enterprise Work Network" and register their accounts as required. After the account is activated, the enterprise shall truthfully fill in the relevant application materials, upload the specified attachment materials and submit them. Attachments that must be uploaded:
(1) Copy of business license, organization code certificate and tax registration certificate.
(2) Balance sheet, profit and profit distribution statement, cash flow statement, special structure statement of R&D expenses and income statement of high-tech products (services) in the last three fiscal years.
(3) Certificate of intellectual property rights, and record proof of exclusive license or purchase of intellectual property rights.
2. Paper application materials The applicant enterprise shall prepare and bind the paper application materials in the following order:
(1) Application for the identification of high-tech enterprises filled in by "Gaoqi Work Network".
(2) copy of business license, organization code certificate and tax registration certificate.
(3) description of the number of employees, educational background structure and the proportion of R&D personnel in the employees.
(4) a copy of the annual enterprise income tax return (main table and table 1) for 21 ~ 212 stamped with the acceptance seal of the competent tax authorities.
(5) the financial audit report of the enterprise in the last three fiscal years (including balance sheet, profit and profit distribution table, cash flow statement and notes, and the actual operating years if the actual years are less than three years).
(6) a special audit report on the research and development expenses of the enterprise in the last three fiscal years (the actual operating years are less than three years) and the income of high-tech products (services) in the last fiscal year, which has been verified by an intermediary agency that is qualified and meets the relevant conditions in the Guidelines for the Administration of the Identification of High-tech Enterprises.
(7) Description materials of research and development activities in recent three years.
(8) Proof materials of technological innovation activities: proof materials of intellectual property rights, including intellectual property rights certificates, patent exclusive license contracts (agreements) with global exclusive licenses for more than 5 years, and proof materials for filing and approval; Proof materials for the transformation of scientific and technological achievements, including summary table of scientific and technological achievements transformation and proof of achievements transformation (proof of the establishment of research and development projects such as project of science and technology documents of governments at all levels, production approval, proof of new products or technologies, product quality inspection reports, novelty retrieval reports, etc.); Proof of R&D organization and management level, including R&D project establishment management, R&D investment accounting system, R&D institution construction and equipment and facilities, Industry-University-Research cooperation activities, R&D personnel assessment system, etc.; Other supporting materials for technological innovation activities.
National high-tech enterprises are also called national high-tech enterprises. According to the Administrative Measures for the Identification of High-tech Enterprises, national high-tech enterprises refer to resident enterprises that have been registered in China (excluding Hong Kong, Macao and Taiwan) for more than one year by continuously carrying out research and development and transforming technological achievements to form their core independent intellectual property rights.

Recognition conditions:
(1) Mainland enterprises in China that have registered for one year;
(2) the enterprise obtains the ownership of the intellectual property rights that play a core supporting role in technology for its main products (services) through independent research and development, transferee, donation and merger;
(3) The technologies that play a core supporting role in the main products (services) of enterprises fall within the scope stipulated in the High-tech Fields Supported by the State;
(4) The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the enterprise shall not be less than 1% of the total number of employees of the enterprise in that year;
(5) The proportion of the total R&D expenditure of the enterprise in the last three fiscal years (if the actual operating period is less than three years, the same below) to the total sales revenue in the same period meets the following requirements:
1. The proportion of enterprises with sales revenue less than 5 million yuan (inclusive) in the last year is not less than 5%;
2. The proportion of enterprises with sales income of 5 million yuan to 2 million yuan (inclusive) in the latest year shall not be less than 4%;
3. The proportion of enterprises with sales revenue of more than 2 million yuan in the last year is not less than 3%.
Among them, the total R&D expenses incurred by enterprises in China account for no less than 6% of the total R&D expenses;
(6) The income from high-tech products (services) in the recent year accounts for no less than 6% of the total income of the enterprise in the same period;
(7) the evaluation of enterprise innovation ability should meet the corresponding requirements;
(8) No major safety, major quality accidents or serious environmental violations occurred within one year before the enterprise applied for confirmation.
