First, build a number of low-cost, convenient, all-factor, open maker spaces;

The second is to lower the threshold for innovation and entrepreneurship;
Deepen commercial reform and provide convenience for industrial and commercial registration of entrepreneurial enterprises. Provide appropriate financial subsidies for rent, broadband access fees and public software for new incubation institutions such as maker spaces.
The third is to encourage scientific and technological personnel and college students to start their own businesses;
Accelerate the pilot reform of the use, disposal and income management of scientific and technological achievements in central public institutions, and improve the entrepreneurial equity incentive mechanism for scientific and technological personnel. Promote the implementation of college student entrepreneurship guidance and provide venues, public services and financial support for college students to start their own businesses.
The fourth is to support innovation and entrepreneurship public services;
Support the construction of public service platforms and service institutions for small and medium-sized enterprises, and promote the development and sharing of basic scientific and technological conditions platforms , Strengthen e-commerce infrastructure. Improve the fast track for patent review. Priority review will be given to core patent applications of small and micro enterprises.
The fifth is to strengthen the guidance of financial funds;
Leverage the role of financial funds, guide social capital investment through market mechanisms, cultivate and develop angel investment groups, and support the development of start-up technology-based small and medium-sized enterprises.
Sixth, improve the venture capital and financing mechanism;
Carry out Internet equity crowdfunding pilot projects. Standardize and develop regional equity markets that serve small and micro enterprises. Encourage banking financial institutions to provide financial services to technology-based small and medium-sized enterprises.
Seventh, enrich innovation and entrepreneurship activities;
Continue to successfully organize events such as the China Entrepreneurship and Entrepreneurship Competition and entrepreneurship training activities. Establish and improve the entrepreneurial guidance system. Encourage large enterprises to establish open innovation platforms that serve mass entrepreneurship.
The eighth is to create a cultural atmosphere of innovation and entrepreneurship.
