Later, the water-to-oil technology was considered a scam and pseudoscience. In 1998, Wang Hongcheng was sentenced to 10 years in prison for using water-to-oil technology and other crimes.

In 2005, Chen Jinyi, chairman of Zhejiang Jinyi Group, brought a new version of "water to oil". He threatened to the media that a product called "Jinlun Oil" developed by Wang Xianlun, chief engineer of Jinyi Group The new high-energy fuel truly realizes "water changes into oil". It was later confirmed to be emulsified fuel. Jinyi Group invested 100 million yuan in the research and development of emulsified fuel. Some media said: Chen Jinyi is an "oil god" if he goes one step further, and he is a liar if he takes a step back.

On February 20, 2006, Wang Chengdong, a native of Northeast China, claimed to have developed "synthetic environmentally friendly vegetable liquid fuel oil", which was called "China's fifth greatest invention."
