In order to speed up the creation of national sanitary counties, do a solid job in vector control, block the transmission routes of vectors, and reduce and eliminate vector-borne infectious diseases. occurrence and epidemic, to ensure the health of residents in the jurisdiction, improve and enhance the quality of the people's living environment, and ensure that the goal of creating a national sanitary county is achieved as scheduled. This plan is specially formulated in accordance with the work arrangements of the county party committee and county government and combined with the actual situation of the city.

1. Guiding ideology

Guided by the Scientific Outlook on Development, with the goal of creating a national sanitary county and consolidating the results of vector control work, in accordance with the " "Standards for eradicating rats, mosquitoes, flies and cockroaches", in accordance with the working principles of "unified leadership, participation of all people, overall planning, implementation at all levels, and linkage between urban and rural areas", highlighting the people-oriented service concept, adopting the county's general mobilization and all-people action The approach focuses on transforming and treating the environment, eliminating the breeding sites of vector organisms as the focus, making full use of modern scientific and technological prevention and control as a means, and following the principles of combining sectors, territorial management and daily prevention and control with surprise elimination and symptomatic treatment. , comprehensively intensify efforts to eliminate vector organisms, and always control the density of vector organisms within the standards set by the state, so that the entire vector organism prevention and control work can be developed in depth.

2. Work objectives

(1) Rat eradication work. By carrying out mass rodent eradication activities in spring and autumn, we will vigorously carry out comprehensive prevention and control, eliminate rodent breeding environments, further improve rodent prevention facilities, and reduce rodent density and control it within the standards prescribed by the state.

Specifically: put two pieces of 20cm to 20cm talcum powder into a standard room of 15 square meters. After one night, the positive powder pieces should not exceed 3 (powder mark method); there are rat holes, rat droppings, rat bite marks, rat carcasses, rat tracks and other rat traces The number of positive rooms does not exceed 2; the number of outdoor positives does not exceed 1 (rat trap method). The pass rate of rat-proof facilities in key units reaches above 95%. A total of 2,000 meters of random inspections of different types of external environments were conducted, and no more than 5 rat traces were found.

(2) Mosquito eradication work. Strengthen the comprehensive management of mosquito breeding sites, and take effective measures to control large, medium and small water bodies. Improve sewage facilities, reduce breeding conditions, eliminate overwintering adult mosquitoes, and always control mosquito density within national standards. Specifically: the positive rate of mosquito larvae and pupae in various water storage containers and stagnant water in residential buildings, units and internal and external environments does not exceed 3; use a 500ml collection spoon to collect mosquito larvae and pupae in large and medium-sized water bodies in urban areas, and the positive rate does not exceed 3 3. The average number of larvae or pupae in the positive spoons does not exceed 5; mosquitoes are attracted for 30 minutes during the day in special places, and the average number of adult mosquitoes trapped per person is no more than 1.

(3) Fly extermination work. Improve public sanitation facilities, expand the area for bagged garbage collection, manage and reduce breeding sites, strengthen comprehensive prevention and control methods, and control fly density within the national standard. Specifically: fly breeding areas are effectively managed, and the detection rate of larvae and pupae does not exceed 3. There should be no more than 1 room with flies in key units, no more than 3 in other units, and no more than 3 in each positive room on average; no more than 5 rooms with unqualified fly-proof facilities in key units; places that process and sell food for direct population must not have flies.

(4) Cockroach extermination work. Continue to increase the intensity of cockroach eradication work and organize large-scale mass cockroach eradication activities in a timely manner. It is necessary to highlight key points, strengthen supervision and inspection of special industries, and control cockroach density within the national standard. Specifically: there should be no more than 3 rooms with positive cockroach adults or nymphs, and an average of no more than 5 cockroaches and no more than 10 cockroaches per room; there should be no more than 2 rooms with live cockroach ootheca, and an average of no more than 4 cockroaches per room. ; In basements (underground passages, waterways) and other places, if 15 linear meters or one entrance is converted into a room, the cockroach nymph and ootheca infestation rates shall not exceed 3 and 2 respectively; rooms with cockroach feces, molting and other traces of cockroaches shall not More than 5.

The above work is based on each community, and the compliance rate is above 95%.

3. Prevention measures

(1) Environment outside the city (rat, mosquito, and fly extermination). The office is responsible for organizing the setting up of poison bait boxes and placing rat poison in areas where the rat density exceeds the standard in the jurisdiction, so as to effectively control the rat density in the external environment. Each community is responsible for organizing the masses and city cleaning personnel to promptly clean up indoor and outdoor garbage and debris, turn over pots and jars, and remove stagnant water (especially in greenhouses) to prevent mosquitoes and flies from breeding.

(2) Hotels, restaurants, non-staple food stores, shopping malls (supermarkets), unit canteens and other special industry units (rat control, fly control, cockroach control). One is weekly cleaning. Thoroughly remove and clean indoor rat traces (rat droppings, rat holes, rat bite marks, rat carcasses, rat passages, etc.) once a week to achieve "six-sided smoothness of everything"; second, improve facilities. Anti-rodent and fly-proof facilities should be installed on sewers, doors, windows and vents, fly-killing lamps should be installed in the halls, garbage containers should be sealed and covered, and the normal use of facilities should be ensured; the third is scientific rodent control. If mouse traces are found, use poison bait boxes to put anticoagulant rodenticide indoors, or use mouse cages, mouse traps, and sticky mouse boards to eliminate live mice; the fourth is to kill flies with technology. If flies are found, use fly swatters, sticky fly paper, and fly bait, and turn on the fly lamp at night to eliminate flies. If the density of flies is high, use ultra-low-volume spraying of insecticide; fifth, completely eliminate cockroaches. If cockroaches are found, spray insecticide regularly indoors, and use a hot smoke gun to smoke the sewers and indoors. After the density is reduced, clean up the cockroach traces in time, and do a good job of smearing the gaps to prevent cockroaches from breeding; moist areas You can use cockroach-killing gel bait in the kitchen for long-term control.

(3) Farmers’ market (rat, mosquito, fly, cockroach). One is to take good care of the garbage. Each stall is equipped with a covered trash can and is in normal use. The market is equipped with cleaning staff to clean the site throughout the day to ensure that no garbage falls on the ground in the market and that there is no scattered garbage at the entrance and exit of the market and around it; secondly, it is cleaned every week.

Organize each business owner in the market to thoroughly remove and clean indoor rat traces (rat droppings, rat holes, rat bite marks, rat carcasses, rat passages, etc.) and cockroach traces (cockroach ootheca, feces, stumps, etc.) once a week ; The third is to improve facilities. Delis, cake shops, grain shops, etc. in the market must build and improve anti-rodent and anti-fly facilities. Install a fly-killing lamp every 50 square meters in the market and ensure that the facilities are in normal use. The fourth is scientific rodent control. Appropriately set up fixed poison bait boxes around the market and put in rat poison. Hang rodent-killing wax blocks at the sewer outlets. Regularly check the rat poison in the poison bait boxes and the wax blocks at the sewer outlets. If rats are eaten, replenish them promptly; if they are found in the market, For rat traces, use poison bait boxes indoors to put anticoagulant rodenticide to eliminate live rats. The fifth is technology to kill flies. Fly paper is hung above each stall in the market (2-2.5 meters above the ground) to kill flies; each stall is equipped with a fly swatter, and each business owner is required to swat flies as soon as they see them (it is prohibited to use fly swatters to drive away flies); every other day of the market After the market closes, we will organize specialized personnel to spray pesticides throughout the market; sixth, we will eliminate cockroaches in an all-round way. Hot smoke guns are used to smoke market sewers and indoors every week. Stalls selling cooked food (cakes) and meat use cockroach-killing gel bait to control cockroaches for a long time.

(4) Green belts and water bodies (rat, mosquito, and fly extermination). Appropriately set up fixed poison bait boxes in parks and green belts and put in rat poison (anticoagulant rodenticide). Regularly check the rat poison in the poison bait boxes (if it is eaten by rats, replenish it in time). Organize professionals to use phosphate every week. Use aluminum to seal off rat holes and spray residual insecticides to kill mosquitoes and flies. In particular, pay attention to promptly removing accumulated water in pots and jars in the flower room to prevent the breeding of mosquito larvae. Large water bodies are stocked with fish to kill mosquito larvae.

(5) Public toilets and fruit bins (fly and rodent eradication). Public toilets are regularly sprayed with pesticides to kill flies. Cleaners thoroughly clean the dirt in the bins once a week to prevent flies and maggots from breeding in them. Carry out rodent eradication work regularly.

(6) Construction and demolition sites (rat, mosquito, fly, cockroach). Clean up useless accumulated water on the construction site (such as open tanks, basins and other containers) every week. The accumulated water in the basement of the construction site should be drained in time or mosquito killer oil should be put in to kill mosquito larvae. Set up fixed poison bait boxes around the construction site canteen and dormitories and put in rat poison (anticoagulant rodenticide). Check the rat poison in the poison bait boxes frequently (if it is eaten by rats, add it in time).

(7) Schools, hospitals and other units (rat, mosquito, fly, cockroach). The unit should have an airtight and fly-proof garbage room, and garbage should be cleared every day. The green belt in the unit's courtyard is completely sealed with rodent-killing wax blocks once a week, and the useless water in the courtyard is cleaned up. The water in the fountain is changed every three days or fish are stocked; in particular, attention should be paid to promptly clearing the pots and pots in the flower room. of stagnant water to prevent mosquito larvae from breeding. Rat killing, mosquito killing, fly killing, and cockroach killing in the unit canteen and warehouse shall be carried out according to the technical requirements of restaurants. Hospital wards should clean up cockroach traces (cockroach oothecae, feces, stumps, etc.) every week. If there are a small number of cockroaches, use cockroach bait or sticky cockroach boxes to kill them. If the density is high, a professional disinfecting agency should be hired to use residual spraying or Hot smoke treatment.

(8) Residential households (rat, mosquito, fly, cockroach). Each community is responsible for regularly organizing relevant personnel to inspect the density of vector organisms in residents in the jurisdiction. If the density exceeds the standard, timely elimination should be organized. Mosquito and fly eradication mainly involves mobilizing the masses to clean up garbage and stagnant water and strengthen environmental management; rodent eradication uses glue. Mouse boards, mouse traps, mouse cages or anticoagulant rodenticide poison baits; to kill cockroaches, use cockroach killing powder or cockroach killing gel bait.
