1. Basic conditions for introducing talents:

Any talent from outside the city that meets one of the following conditions that is urgently needed for our city’s economic construction can apply for introduction procedures:

(1) Have an undergraduate degree in a university program (with a bachelor's degree);

(2) Have a college degree or above and obtain an intermediate professional technical position or above;

(3) Personnel with a doctorate, master's degree or double bachelor's degree;

(4) Personnel with senior technical titles (including senior technicians, special teachers);

(5) Personnel with major titles above the municipal level Those who have received scientific and technological achievement awards or national invention patents.

The age of introduced talents is controlled under 45 years old for intermediate professional titles; under 55 years old for senior professional titles; and for other talents, the age is controlled under 40 years old. Well-known scholars, experts and business backbones with special expertise may relax the conditions appropriately.

For spouses and children who are transferred with the transfer who meet one of the conditions (2) to (5) above, or spouses of professional technicians and managers who meet the three-year separation conditions (the transferring party must Those with cadre status) can apply for cadre transfer procedures.

Second submission materials:

(1) Application report from the unit or personnel department to be introduced or transferred, explaining the reasons for the introduction or transfer. If the introducing or transferred unit has no personnel department, it must sign a personnel agency agreement with our center;

(2) The cadre transfer registration form must be made in duplicate and stamped with the name of the transferring unit and the transferred unit. Opinion seal of the personnel department;

(3) Originals and copies of relevant certificates. This includes academic qualifications, professional titles, marriage certificates, one-child certificates, and household registration. Those who are separated also need household registration books and work certification documents from the Han side.

3. Processing procedures:

(1) The employer or competent department will review and organize the transfer materials of the personnel to be transferred, and then send them to the department for review together with the personal files. ;

(2) After the department reviews the submitted materials, they will be sent to the director in charge and the Municipal Personnel Bureau’s Mobile Allocation Division for review;

(3) After approval, the Municipal Personnel The Bureau's Mobility and Deployment Division issues a transfer order;

(4) The introduction and transfer of personnel shall be carried out in accordance with the "Instructions for Cadre Transfer" to handle household registration transfer and household registration procedures;
