Domestic priority and foreign priority are not defined by whether the applicant is a native or a foreigner.
Domestic priority: You apply for a patent in China first, and then apply for a patent on the same subject within 12 months, then you can claim domestic priority, whether you are a foreigner or a China native. When the latter application is filed, the former application is deemed to have been withdrawn.
Foreign priority: You applied for a patent in a certain country or region, and then you applied for the same patent in other countries or regions within 12 months. You can claim foreign priority, whether you are a foreigner or a China, as long as both countries or regions are members of the Paris Convention or are mutually beneficial.
