(4) Products should have good economic benefits and broad market prospects, and the declared product profit and tax rate should not be low at 20%;
(5) The product should have a high technical content, and the research and development funds used for the product should account for no less than 10% of the product’s sales revenue;
( 6) Scientific and technological personnel with college degree or above (including professional and technical personnel with equivalent education or above) engaged in the research and development of the declared product account for no less than 20% of the total number of product research and development personnel;

Article 7 gives priority to supporting high-tech products within the following scopes:

Article 8 Materials required for high-tech product certification

Article 13. Application procedures for applying to change the unit responsible for higher-tech products:

4.
