The key technology of the construction method belongs to the advanced level in the province or in China, which has high popularization and application value, and must be independently developed by the reporting unit or jointly developed with other units; The ownership of key technologies and patents is clear and undisputed; Encourage enterprises to do a good job in novelty retrieval of construction methods so as not to cause unnecessary complaints and disputes.
4. If the new technology adopted in the construction method has no corresponding national and local standards, it shall be appraised or evaluated by the construction administrative department at or above the provincial level;
5. The construction method is complete in content, clear in organization, high in text quality and illustrated (at least five photos in the text can reflect the core technology of the construction method, and at least 10 photos need to be reported at the provincial level), which can guide the construction, including preface, characteristics, scope of application, process principle, process flow and operation points, materials and equipment, quality control, safety measures, environmental protection measures, benefit analysis and so on.
6. The construction method follows the guidelines, policies and mandatory standards of national engineering construction, and meets the requirements of national building technology development direction, energy conservation and environmental protection, scientific and technological innovation and green construction;
7. Innovative and developed Wenzhou construction engineering methods that are valid for more than 8 years (subject to the release time of approval documents) can be re-declared, but they need to be applied in two or more projects;

The reporting enterprise shall be the main completion unit for the development and application of construction methods, and each construction method can only be declared by one enterprise, or jointly declared by one enterprise and universities and research institutes. (If joint declaration is adopted, the total number of reporting units shall not exceed 2), and the main completion personnel shall not exceed 5, which shall be signed in priority order. The enterprises that declare or lead the joint declaration should be the main units that develop and apply this method.
9. The words, photos and examples of the construction method must be the originals of the enterprises that declare or jointly declare. The name and content of the construction method shall not be the same as the national, provincial (including national industries) and Wenzhou construction engineering methods within the validity period.
