Recently, Fuzhou issued the Work Plan for Building a National Demonstration City with Strong Intellectual Property Rights (hereinafter referred to as the Plan) to promote the high-quality development of intellectual property rights.

According to the plan, by June 2025, Fuzhou's ability to create intellectual property rights will be significantly improved, the system of application, protection and service of intellectual property rights will be comprehensively consolidated, the ability and level of governance in the field of intellectual property rights will be significantly improved, the coordinated development of regional intellectual property rights will continue to deepen, intellectual property rights and industrial development will be more closely integrated, and the construction of a national demonstration city with strong intellectual property rights will achieve remarkable results. By the end of 2025, the number of high-value invention patents per 10,000 population will reach 10, the total number of registered trademarks will reach 400,000, and the number of geographical indication trademarks will reach 32. More than 300 enterprises have passed the Regulations on Enterprise Intellectual Property Management, and more than 200 patent navigation projects will be carried out, and the number of intellectual property specialists will reach 1 000. More than 100 newly cultivated national, provincial and municipal intellectual property demonstration or advantageous enterprises. Through the project of strengthening the city and county with intellectual property rights, we will strive to form a number of domestic leading enterprises and industries with intellectual property rights that are capable of participating in international competition, providing strong support for building a strong city with intellectual property rights and realizing innovation-driven development.

The Plan has 22 specific tasks in seven aspects: promoting the creation of high-quality intellectual property rights, promoting the efficient use of intellectual property rights, strengthening the protection of high-standard intellectual property rights, promoting efficient intellectual property management, providing high-level intellectual property services, deepening high-level intellectual property cooperation, and cultivating high-quality intellectual property culture.
