MediaTek had previously reached a cross-licensing agreement with Qualcomm, so MediaTek was authorized by Qualcomm for free. However, according to the agreement, MediaTek's ODM, OEM and other partners need to pay authorization fees to Qualcomm, and MediaTek's partners must have authorization from Qualcomm. Therefore, even mobile phone terminal manufacturers using MediaTek chips need to pay Qualcomm.
