The ATM market in China continues to grow at a high speed, with the number of ATMs per million people rising from 104 at the end of 2007 to 20 1 1 265 at the end of the year. However, ATMs are mainly distributed in large and medium-sized cities, and the distribution rate in small and medium-sized cities and rural areas is still very low. The introduction of the new policy has changed this situation and accelerated the deployment of ATMs by banks in rural areas. On 20 1 1 July11day, the People's Bank of China issued the Announcement on Promoting Agricultural Bank Card Withdrawal Service, proposing to achieve basic coverage of agricultural bank card withdrawal service in rural towns and administrative villages by the end of 20 13. This policy was implemented on 20 12 1.
20 12 is an unusual year for the ATM market in China. This year, more commercial banks joined the queue to buy ATMs, not only first-tier cities, second-and third-tier cities, but also many county banks, some of which deployed ATMs as upgraded versions: CRS [1].
