Promote the optimization of energy structure. Strengthen the safe and green development and clean and efficient utilization of coal, promote the use of high-quality coal and clean briquette, promote coal to gas and coal to electricity, and encourage the use of high-quality energy such as renewable energy, natural gas and electricity to replace coal. Develop renewable energy sources such as island solar energy, offshore wind energy, tidal energy and wave energy according to local conditions. Safe development of nuclear power, orderly development of hydropower and natural gas power generation, coordinated promotion of wind power development, large-scale development and diversified utilization of solar energy, and increased clean and low-carbon power supply. For renewable energy consumption beyond the planned part, it is not included in the assessment of total energy consumption and intensity target. Promote the replacement of natural gas and electric energy in residential heating, industrial and agricultural production, ports and docks, and reduce the consumption of loose coal and fuel. By 2020, the proportion of coal in total energy consumption will drop below 58%, the proportion of electric coal in total energy consumption will increase to over 55%, the proportion of non-fossil energy in total energy consumption will reach 15%, and the proportion of natural gas consumption will increase to around 10%.
