The former (public text) is usually the original text submitted by the applicant to the Patent Office, and the latter (authorized text) is the final announcement text that the Patent Office considers to meet the requirements for granting a patent right after the applicant has modified it.
These two texts usually exist on patent websites, and you can choose to read and download them.
