(hereinafter referred to as the Second Highway Engineering Bureau) is a diversified large-scale state-owned construction enterprise with the special qualification of highway engineering construction general contracting, focusing on road and bridge construction, and integrating railway, tunnel, airport, water conservancy project, municipal administration, engineering construction design, consulting and supervision. It is a wholly-owned subsidiary of China Communications Construction Co., Ltd., a fortune 500 company successfully listed in Hong Kong.

The enterprises affiliated to CCCC Second Public Bureau have seven first-class qualifications for general contracting of highway engineering construction and a number of professional contracting qualifications. Represented by the national demonstration expressway Shanghai-Nanjing Expressway and its reconstruction and expansion project, a large number of national key large-scale expressway projects have been undertaken.
