The above four characteristics reflect the nature of the patent system from different aspects. Generally speaking, the patent system was born and developed to meet the requirements of commodity economy and the characteristics of modern science and technology, but modern economic and technological management is a relatively important management system. These four characteristics are consistent with China's current basic policies of strengthening the rule of law, strengthening scientific management, implementing paid technology transfer and opening to the outside world.
