System reform awakens vitality
As the ancient capital of Qi State and the hometown of Liaozhai, Zibo has a long history and culture and outstanding resource advantages. However, these substantial resource advantages have never been fully transformed into economic advantages.
“We gradually realized in our work that only by seizing the opportunity of reform can we truly awaken cultural productivity.” said the person in charge of the Municipal Cultural System Reform and Industrial Development Office. At the beginning of 2015, the "Implementation Opinions on Deepening the Reform of the Cultural System in Zibo City" came into being, stipulating the steps, responsible units, and completion time limits for the reform of the cultural system. Since then, our city’s cultural system reform has had a clear roadmap, timetable and mission statement.
From April 7th to 8th, 2015, an on-site meeting on the province’s cultural reform and development work was held in Linzi District of our city. The meeting spoke highly of the achievements made by our city, especially Linzi District, in cultural reform and development, and promoted learning throughout the province. In September of that year, our city was designated as a pilot city for the construction of the Shandong Provincial Museum Council by the Provincial Cultural Relics Bureau. On December 3, 2015, the Huantai County Museum Council was established.
A series of reform measures in the cultural system and mechanism have further activated the element resources for the development of the cultural industry. The municipal cultural reorganization team wrote a reform case "Building a Branded Cinema to Enlarge the Film Market", which summarized and refined how Zibo Film Co., Ltd. stimulated endogenous motivation by implementing a "shareholding system", establishing a "performance system" and promoting a "theater chain system". Expand the film market and build the experience and practice of Zina International Cinemas brand.
Carrier construction bears fruit
Since 2015, the construction of the four major carriers of our city's cultural industry "projects, enterprises, brands, and parks (bases)" has been in full swing, and the dividends of the reform are being reaped further release.
In January 2015, Shandong Propaganda Information published our city’s experience “Zibo City’s “Four Ones” to Break the Growth Bottlenecks of Small and Micro Cultural Enterprises”, introducing “fiscal subsidies, tax exemptions, and financial loans” , Entrepreneurs make a little effort to solve the growth "bottleneck" of small and micro cultural enterprises' financing difficulties and high financing costs. In 2015, our city's cultural enterprises were the first to receive 11.5 million yuan in special funds for the development of cultural industries at the central and provincial levels, surpassing 11 cultural enterprises such as Light Industry, Zhenhua Glass, Dayanfang, and Yingke Frame Industry, and were recognized as 2014-2015 The provincial key cultural products and service export enterprises of the year, Shandong Century Tianhong Cultural and Educational Technology Co., Ltd. and Zibo Renli Cultural and Creative Co., Ltd. have been successfully listed on the National Small and Medium Enterprises Equity Transfer System (New OTC Market), and Shandong First Class Media Development Co., Ltd. has been listed in Qilu Equity Exchange Center was successfully listed.
