Chapter 2 National Scholarship Award Criteria and Application Conditions

Article 6 Anyone who falls under any of the following circumstances may not apply for a national scholarship:

Chapter 3 Award Criteria and Application Conditions for the National Inspirational Scholarship

Chapter 4 Funding Standards and Application Conditions for National Bursaries
Article 10 National Bursaries mainly support the living expenses of students from families with financial difficulties and are divided into three levels. The first bracket is 2,000 yuan per student per year; the second bracket is 3,000 yuan per student per year; and the third bracket is 4,000 yuan per student per year.
Article 11 Basic conditions for applying for national scholarships:

Article 12 Anyone who falls under any of the following circumstances may not apply for national scholarships:

Chapter 5 Allocation and Evaluation of Places
Article 13 The quotas for national scholarships and bursaries will be allocated to each department in proportion to the quotas issued by the state by the College Student Financial Aid Management Center. Among them, the National Scholarship is only allocated to the department and is selected within the entire department; the National Inspirational Scholarship and the National Grant are allocated to each class by each department based on the quota allocated by the college and based on the identification of family financial difficulties, and the review is organized within the class. .
Article 14: National scholarships and bursaries will be reviewed once every academic year, with equal amounts reviewed, adhering to the principles of openness, fairness, impartiality, and merit-based selection.
Article 15 In the same year, students from poor families who receive national scholarships can apply for and receive national grants at the same time, but cannot apply for national inspirational scholarships at the same time; students who apply for and receive national inspirational scholarships in the same year, You can apply for and receive national grants at the same time, but you cannot receive national scholarships at the same time.
Students who apply for and receive national scholarships within the same academic year can apply for and receive national scholarships or national inspirational scholarships.
Article 16 Before September 30 of each year, students can apply to their class according to the application conditions for national scholarships and bursaries stipulated in these measures, and submit the "National Scholarships and Bursaries for General Undergraduate Universities and Higher Vocational Schools" Application Form".
Article 17 The evaluation of national scholarships and bursaries shall be organized and implemented by the College’s Student Financial Aid Management Center under the leadership of the college’s student financial aid leadership group. Each department is specifically responsible for organizing the department's national scholarship and bursary evaluation work, and proposing a preliminary list of students in the department who have won national scholarships and bursaries that year; the Student Financial Aid Management Center reviews the materials submitted by each department, and proposes a list of students who have received national scholarships and bursaries in the college. After there are no objections, the national scholarship and national inspirational scholarship materials will be submitted to the Provincial Department of Education for review, and the national scholarship materials will be submitted to the Provincial Department of Education for filing.
Chapter 6 Issuance, Management and Supervision of Scholarships and Bursaries

Article 19 The College Student Financial Aid Management Center is responsible for managing the college’s national scholarships and bursaries, and, in conjunction with the college’s Discipline Inspection and Supervision Office, Finance Office and other relevant departments, supervises and inspects the evaluation of each department; each department shall be responsible for its own The department provides guidance, supervision and inspection on the evaluation of national scholarships and bursaries in each class. If any violation of procedures or fraud is found, the national scholarships and bursaries will be immediately recovered and necessary treatment will be given depending on the circumstances.
Article 20: National scholarships and bursaries shall be accounted separately and earmarked for special purposes. They shall not be withheld, occupied or misappropriated. They shall also be subject to inspection and supervision by superior finance, auditing, disciplinary inspection and supervision, competent authorities and other departments.
Chapter 7 Supplementary Provisions
Article 21 The Student Affairs Office is responsible for the interpretation of these regulations.

Article 2 On-campus funding means that the school, in accordance with the relevant regulations of the country and Anhui Province, withdraws no less than 4% of the business income obtained, and is used to support students with financial difficulties and reward outstanding students, etc. Special funds.
Article 3: School funding shall be included in the school’s annual budget, managed as a whole, accounted for separately, and earmarked for special use.
Chapter 2 Scope of Expenditures
Article 4 On-campus funding is mainly used for on-campus scholarships, work-study grants, hardship subsidies, funding risk compensation, etc.
The expenditure range is as follows:
(1) On-campus scholarships (including merit-based scholarships, innovation and entrepreneurship scholarships, special competition scholarships, skills competition scholarships, spiritual civilization scholarships, enlistment scholarships, military industry professional scholarships, etc.) .
Category A competition scholarships are set at five levels (calculated based on winning student teams), including special prize: 10,000 yuan; first prize: 8,000 yuan; second prize: 5,000 yuan; third prize: 3,000 yuan ; Category A competition entry prize: 1,000 yuan.
Category B event scholarships are set at five levels (calculated based on winning student teams), including special prize: 5,000 yuan; first prize: 4,000 yuan; second prize: 3,000 yuan; third prize: 1,000 Yuan; Category B competition entry prize: 500 Yuan.
Category C competition scholarships are set at four levels (calculated based on winning students), including special prize: 1,000 yuan; first prize: 600 yuan; second prize: 400 yuan; third prize: 300 yuan.
Scholarships for special competitions are set at 50% of the scholarships for skill competitions at the same level. Competitions in the same event and at the same level will not be counted repeatedly and will be awarded according to the highest amount; competitions in the same event at different levels can be awarded repeatedly; participating students will not be paid or reimbursed for other expenses.
Special scholarships for key military industry majors shall not exceed 4,000 yuan per student per year; other scholarships shall not exceed 2,000 yuan in principle. (Spiritual civilization scholarships and military enlistment scholarships shall not exceed 2,000 yuan per student, and school scholarships shall not exceed 2,000 yuan per student per year.
Rewards for school-level skills competitions and competitive activities shall be based on relevant school documents)
(2) Work-study includes fixed work-study and temporary work-study. In principle, the fixed work-study scholarship shall not exceed 390 yuan per student per month. For a few approved special fixed work-study positions, the working hours per student shall not exceed 30 hours per month, and the remuneration shall not exceed 600 yuan. The remuneration for temporary work-study is calculated at 13 yuan per hour, and a single period of time shall not exceed 30 hours. The remuneration for full-time work-study positions during school holidays will be determined separately due to work arrangements.
(3) Difficulty subsidy (including tuition exemption, temporary difficulty subsidy, living subsidy, travel subsidy, subsidy for students with serious illness, subsidy for difficult visits, etc.). In principle, the amount should not exceed RMB 5,000 per student per year.
(4) Funding risk compensation. Implemented in accordance with relevant documents of Anhui Province.
Chapter 3 Funding Budget Approval
Article 5 The school student financial aid management center (hereinafter referred to as the school financial aid center) is responsible for preparing the annual funding budget. Relevant faculties and departments submit applications for the use of funds.
Article 6 The school has established a funding leadership group, which is responsible for reviewing the school funding budget and studying and deciding on relevant important issues in funding work.
Chapter 4 Usage of Funds
Article 7 The use of on-campus funding should be open, fair and impartial, and the application, review, publicity and other procedures should be standardized.
Article 8: All departments and units must ensure the transparency of school funding policies and implementation. In the process of student financial aid, attention should be paid to protecting the dignity of students.
Article 9 For all expenditures within the scope of expenditure, the "Anhui Vocational College of National Defense Science and Technology Scholarship Fund Disbursement Summary Form" and "Anhui Vocational College of National Defense Science and Technology Funding Usage Report" must be filled in as required (fixed For work-study students, fill in the "Anhui Vocational College of National Defense Science and Technology Work-Study Remuneration Payment Form", and for temporary work-study students, fill out the "Anhui Vocational College of National Defense Science and Technology Temporary Work-Study Remuneration Payment Form", and attach the "Anhui Vocational College of National Defense Science and Technology Temporary Work-Study Application Approval Form"), all expenditure forms must be stamped with the administrative seal of the department (department), and shall be approved and released in accordance with the school's financial management regulations. Chapter 5 Fund Management Supervision
Article 11 The school finance office shall set up a special accounting account for school-funded funds, and conduct centralized management of school-funded fund reimbursement vouchers ; The school financial aid center establishes on-campus student financial aid files, archives on-campus financial aid expenditure details and various on-campus financial aid expenditure certification materials.
Article 12 The use of on-campus funding is subject to the supervision of education, finance, and discipline inspection departments. If any irregularities such as embezzlement, misappropriation, or retention of on-campus funding are discovered, the relevant personnel will be held accountable in accordance with regulations.
Chapter 6 Supplementary Provisions
Article 13 Effective from June 1, 2017, these regulations will be interpreted by the Student Affairs Office.
