Notice of Fuzhou Municipal People's Government on printing and distributing the provisions of Fuzhou Municipality on introducing high-level talents

Article 1 These Provisions are formulated in order to actively introduce domestic high-level talents, promote the development of high-tech industries in our city, and solve major projects and key technical problems in our city. Article 2 The term "high-level talents" as mentioned in these Provisions refers to senior engineering and technical talents and senior management talents urgently needed in high-tech industries, pillar industries and major projects. Doctoral tutor or leader in a certain discipline or technical field at home and abroad; Persons who have patents, inventions or special technologies, are at the international leading level or fill the blank projects urgently needed in China; Persons who have obtained doctoral degrees at home and abroad; Famous foreign experts and scholars; Senior professional and technical and management talents in short supply or urgent need in our city. Article 3 Service methods for high-level talents

(1) as the technical or management person in charge of high-tech industries, pillar industries and major engineering projects in our city;

(2) As the leader of a certain discipline and technical field in our city;

(3) as a consultant or consulting expert for the defender of the administrative department of our city;

(4) come to our city to give lectures or consult;

(5) to carry out academic exchanges and courses in high-tech or new disciplines in our city. Article 4 The Municipal Personnel Bureau shall organize relevant experts to assess the actual ability, level and achievements of high-level talents, and issue an assessment letter as the basis for appointment and cash treatment. Article 5 When high-level talents come to work in Rong, those who have settled down for a long time can move their household registration, and the city capacity increase fee will be exempted. Those who have short working hours may not move into the household registration to ensure freedom of movement. Article 6. High-level talents come to work in Banyan, and the employer may not be restricted by the establishment, increase index, salary fund, high salary, etc., and the receiving unit shall apply to the Municipal Editorial Board, Personnel Bureau and Labor Bureau for special approval respectively. Seventh high-level talents come to work in Rong, and their spouses and children's work is given priority by the relevant departments; If their children attend primary and secondary schools or kindergartens, the education department should give priority to them. Article 8 When high-level talents come to work in Rong, their housing shall be settled by the employing unit and the firm through consultation in principle, and their housing area shall be implemented according to the standards of senior professional and technical personnel, and the employing unit shall pay them a resettlement fee of not less than 1.5 million yuan. Article 9 When high-level talents come to work in Yan Rong, the employing unit shall pay the living allowance: academic leaders, persons in charge of major scientific and technological projects, persons with patents, inventions or special technologies that are at the international leading level, or those who fill the blank projects urgently needed in China, 500 yuan every month; Persons who have obtained doctoral degrees, 200 yuan every month; Well-known foreign experts and scholars who come to work in Chengdu need to pay wages, which shall be determined by the employer through consultation with the other party, but shall not be lower than the wage standard stipulated by the State Administration of Foreign Experts Affairs. For volunteers, the employer shall give a subsidy of not less than 100 days per day. Article 10 High-level talents who come to work in Banyan can apply to the Municipal Science and Technology Commission for scientific research funding, and after being approved by the Municipal Science and Technology Commission, they can get a one-time start-up fund of 20,000 to 50,000 yuan; Eleventh set up a special fund for the introduction of talents. From 65438 to 0999, the municipal finance allocated 1 10,000 yuan on the original basis, which was earmarked for recruiting high-level talents and introducing high-tech projects with leading level at home and abroad, subsidizing and rewarding the units that introduced high-level talents in our city, and carrying out other work related to the introduction of talents. Article 12 When well-known foreign experts and scholars are introduced to work in Chengdu, the employing unit may apply to the Municipal Talent Introduction Office for subsidizing international travel expenses and part of living expenses. If the project of introducing famous foreign experts and scholars is proved to have great economic and social benefits, you can apply for paid use of special funds for talent introduction or apply for loan discount. Thirteenth high-level talents who have made great contributions to the economic construction and social development of this Municipality shall be given spiritual and material rewards as appropriate.

(1) If Fuzhou products are successfully promoted to foreign markets, the funds will be cashed according to the agreement of both parties or a one-time reward will be given at 0%+8% of the after-tax profit.

The tax paid by the bonus individual for the above remuneration shall be withheld and remitted by the issuing unit. Article 14 High-level talents are allowed to buy shares with their high and new technologies, with a total price up to 30% of the registered capital of the company. If the net income of high-level talents engaged in technology transfer, technical consultation, technical service and technical training in the process of technology transfer is less than 300,000 yuan, income tax may be temporarily exempted. Fifteenth these Provisions shall be interpreted by the Municipal Personnel Bureau. Article 16 These Provisions shall come into force as of the date of promulgation.
