1.1 Engineering design charges refer to the fact that the designer provides services such as preparing preliminary design documents, construction drawing design documents, non-standard equipment design documents, construction drawing budget documents, and as-built drawing documents for construction projects based on the entrustment of the contractor. Fees charged. 1.2 Engineering design fees are calculated based on the fixed-rate billing method based on the estimated investment amount of the individual project in the construction project. 1.3 Engineering design charges are calculated according to the following formula. Engineering design charges = Base price of engineering design charges × (1 ± floating range value) Base price of engineering design charges = Basic design charges Other design charges Basic design charges = Base price of engineering design charges × Professional adjustment coefficient × Project complexity adjustment coefficient Determine the engineering design fee contract amount. 1.5 Basic design charges Basic design charges refer to the fees charged for preparing preliminary design documents and construction drawing design documents during engineering design, and corresponding services such as providing design technical explanations, solving design technical problems during construction, participating in test run assessments, and completion acceptance. . 1.6 Other design charges Other design charges refer to the charges for providing related services based on the actual needs of the project design or the requirements of the contractor, including overall design fees, main design coordination fees, standard design and reuse design fees, and preparation of non-standard equipment design documents. Fees, construction drawing budget preparation fees, as-built drawing preparation fees, etc. 1.7 Engineering design charging base price The engineering design charging base price is the price for completing basic services. The basic price of engineering design charges can be found in the "Basic Price Table of Engineering Design Charges" (Appendix 1). If the billing amount is within two numerical intervals, the linear interpolation method is used to determine the basic price of engineering design charges. 1.8 The amount of engineering design charges and calculations The amount of engineering design charges and calculations is the sum of the construction and installation engineering fees, equipment and tool purchase fees, and joint commissioning fees in the approved preliminary design budget of the construction project. If the original equipment is used in the project, the current price of similar equipment when the engineering design contract is signed will be used as the billing amount of the engineering design fee; there is delayed equipment in the project, but the engineering design is carried out with the existing equipment in accordance with the contract requirements and meets the equipment requirements. For installation and process conditions, the current price of the existing equipment will be used as the billing amount of engineering design fees; if there is imported equipment in the project, the FOB price of the purchased equipment will be converted into RMB as the billing amount of engineering design fees. 1.9 Engineering design fee adjustment coefficients The adjustment coefficients of engineering design fee standards include: professional adjustment coefficient, project complexity adjustment coefficient and additional adjustment coefficient. The professional adjustment coefficient is a coefficient that adjusts the differences in engineering design complexity and workload of construction projects of different professions. When calculating engineering design fees, the professional adjustment coefficient is determined in the "Professional Adjustment Coefficient Table for Engineering Design Fees" (Appendix 2). The engineering complexity adjustment coefficient is a coefficient that adjusts the differences in engineering design complexity and workload between different construction projects in the same major. The complexity of the project is divided into three levels: general, relatively complex and complex. The adjustment coefficients are: general (level I) 0.85; more complex (level II) 1.0; complex (level III) 1.15. When calculating engineering design charges, the complexity of the project is determined in the "Project Complexity Table" in the corresponding chapter. The additional adjustment coefficient is a supplementary adjustment coefficient for factors that cannot yet be adjusted by the professional adjustment coefficient and the engineering complexity adjustment coefficient. Additional adjustment factors are listed in the general provisions and relevant chapters respectively. If there are two or more additional adjustment coefficients, the additional adjustment coefficients cannot be multiplied together. Add the additional adjustment factors and subtract the number of additional adjustment factors. Add a fixed value of 1 as the additional adjustment coefficient value. 1.10 Non-standard equipment design charges are calculated according to the following formula: non-standard equipment billing amount × non-standard equipment design rate. The non-standard equipment billing amount is the preliminary design estimate of non-standard equipment. The non-standard equipment design rates can be found in the "Non-standard Equipment Design Rate Table" (Appendix 3).

1.11 If the process design, civil engineering and public engineering design, preliminary design, and construction drawing design are separately entrusted, the engineering design fees will be calculated according to the proportion of the basic service design workload. 1.12 For reconstruction, expansion and technical transformation construction projects, the additional adjustment coefficient is 1.1 to 1.4. Determine the appropriate additional adjustment coefficient based on the complexity of the engineering design and calculate the engineering design charges. 1.13 Before preliminary design, if it is necessary to prepare an overall design according to the provisions of technical standards or the requirements of the contractor, an overall design fee will be charged based on 5% of the basic design fee for the construction project. 1.14 If the engineering design of a construction project is undertaken by two or more designers, the designer responsible for the rationality and integrity of the engineering design of the construction project shall be charged a main design coordination fee based on 5% of the basic design fee of the construction project. 1.15 If standard design or reused design is used in engineering design, the fee will be calculated at 30% of the basic design fee for new projects of the same type; if a new basic design is required, the fee will be calculated at 40% of the basic design fee for new projects of the same type; partial modifications to the original design are required If modified, the project design fee shall be determined by the contractor and the designer through negotiation based on the design workload. 1.16 If the project construction drawing budget is prepared, the construction drawing budget preparation fee shall be charged according to 10% of the basic design fee of the construction project; if the project completion drawing is prepared, the completion drawing preparation fee shall be charged according to 8% of the basic design fee of the construction project. 1.17 If the designer’s own patent or proprietary technology is used in the engineering design, the fees for the patent and proprietary technology shall be determined through negotiation between the contractor and the designer. 1.18 If the imported technology in engineering design requires the cooperation of domestic designers, or if it needs to be designed by domestic designers in accordance with overseas design procedures and technical quality requirements, the engineering design fees will be determined by the contractor and designer based on the actual design workload. Determine through consultation with reference to this standard. 1.19 If the design documents are provided by an overseas designer and require a domestic designer to review and sign a confirmation opinion in accordance with national standards, the review and confirmation fee shall be negotiated and determined in accordance with the principle of international reciprocity or the actual workload. 1.20 The standard number of design documents provided by the designer is 10 for preliminary design and overall design, and 8 for construction drawing design, non-standard equipment design, construction drawing budget, and as-built drawing. If the contractor requests to increase the number of copies of the design documents, the contractor shall pay the cost of printing the design documents separately. If it is necessary to purchase standard design drawings during engineering design, the contractor shall pay the drawing purchase fee. 1.21 This charging standard does not include charges for other services other than those specified in 1.0.1 of this General Provision. For other service charges, if the state has charging regulations, they shall be implemented in accordance with the regulations; if the state does not have charging regulations, they shall be determined by the contractor and the designer through negotiation. 2.
