The definition of children's toys in EU

Toys are designed or planned for children under 14. This product is not necessarily specially used for "playing", but also has other functions, such as a key ring decorated with a teddy bear or a soft backpack filled with animal shapes. Any goods intended to have potential game functions, be attractive to children or be sold to children can be regarded as toys covered by the directive.

Many kinds of goods are excluded from the scope of this law. A complete list of excluded commodities is contained in Article 2 and Annex 1 of the Toy Safety Directive. For example, this includes more than 500 puzzles and sports equipment such as roller skates, baby pacifiers, toy steam engines and slings/catapults for children over 20 kg.
