This aroused the strong patriotic sentiments of the broad masses of the people and progressives from all walks of life. Kang Youwei, who is studying for the exam in Beijing, and others launched 1300 juren to write a letter to Emperor Guangxu, lamenting the grim situation of national peril, and put forward the idea of refusing peace, moving the capital, training troops and reforming the law.

Because the reformists had no real power and were helpless, Tan Sitong visited Yuan Shikai at night.

Brother Tan Sitong (anxiously) Yuan, do you know that Rong Lu is going to abolish the emperor during the Tianjin military parade?
