Compulsory education school teachers who apply for the professional title of associate senior or above are required to have more than one year of teaching experience in rural schools since they started teaching.

According to the "Notice of the General Office of the Jiangxi Provincial People's Government forwarding the Provincial Department of Human Resources and Social Security and the Provincial Department of Education on the Implementation Opinions of the Jiangxi Province on Deepening the Reform of the Professional Title System for Primary and Secondary School Teachers" (Gan Government Department Issued [2016] No. 19), these measures are specially formulated.

Article 2 The term "evaluation of professional titles of primary and secondary school teachers" as mentioned in these Measures refers to the evaluation of the moral character, knowledge and professional level of candidates who have participated in the job competition and are proposed to be employed as first-class teachers, senior teachers or full senior teachers. Comprehensive evaluation is an important basis and key link in the recruitment of primary and secondary school teachers.

Article 3 The evaluation of professional titles of primary and secondary school teachers must be conducted within the approved teacher position structure ratio, and no qualification evaluation outside of the position structure ratio and separate from job employment will be conducted.

Article 4 The evaluation of professional titles for primary and secondary school teachers must adhere to democracy, openness, competition and merit selection, and encourage outstanding talents to stand out; adhere to the emphasis on teacher ethics, ability, performance and contribution, and encourage primary and secondary school teachers to improve their teaching The level of education and ensuring the quality of evaluation.

Article 5 The evaluation of professional titles for primary and secondary school teachers shall be managed at different levels according to personnel affiliation and professional title levels. The Provincial Department of Human Resources and Social Security and the Provincial Department of Education are responsible for the professional titles of senior teachers and high-level teachers in provincial units. Evaluation work; the district and municipal human resources and social security bureaus and education bureaus are responsible for the evaluation of high school and senior teacher professional titles within their jurisdiction.

Article 6: Based on the number of teacher vacancies and work needs approved by the human resources and social security department, the school announces the number of proposed positions and competition conditions, and formulates a competition work plan. The competition work plan must be approved by the school’s all-staff meeting or Implementation will be organized after discussion and approval by the Congress.

Article 7 Teachers (including teachers who have obtained corresponding professional and technical qualifications before the reform but have not been hired for corresponding positions) shall apply for competition to the employing school in accordance with the competition conditions and in accordance with the prescribed procedures.

Article 8 The school shall establish a recommendation committee (generally no less than 7 people) composed mainly of peer experts and front-line teachers. Through various methods, the school shall evaluate the ethics, abilities, performance, and contributions of teachers participating in the competition. Article 10. Article 11 The office of the review committee shall accept application materials as required, classify and organize them, and formulate review work plans.

The review of professional titles for senior teachers and senior teachers will be organized and implemented after being reviewed and approved by the Provincial Department of Human Resources and Social Security; the review of professional titles for intermediate teachers will be organized and implemented after being reviewed and approved by the Human Resources and Social Security Bureau of the districted city.

Article 12: Primary and secondary school teacher professional title review committees shall be established as needed for the primary and secondary school senior, senior and intermediate professional title review committees. The members of the review committee should be composed of peer experts who are engaged in basic education teaching research and have long-term teaching experience in primary and secondary schools, with outstanding educational and teaching abilities and a certain degree of popularity.

Article 13 The review committee shall conduct a comprehensive evaluation of the recommended candidates by combining material review with lectures, interviews and defenses, conduct a differential review, and determine the candidates who pass the review through voting.

Article 14 The government human resources and social security department shall be responsible for announcing to the public the list of persons who have passed the review according to their professional title levels, and the announcement time shall be no less than 5 working days.

Article 15 Those who have passed the review and have no objections or have been verified as having no problems, including senior teachers and senior teachers, shall be reviewed and confirmed by the Provincial Department of Human Resources and Social Security. Among them, senior teachers shall report to the Human Resources and Social Security Department Registered with the Ministry of Education and the Ministry of Education; intermediate teachers shall be reviewed and confirmed by the Human Resources and Social Security Bureau of the districted city.

Article 16 The assessment and certification shall be carried out in accordance with the "Jiangxi Province Professional and Technical Qualification Assessment and Certification Measures" (Gan Renshefa [2013] No. 30), and shall be carried out on the premise that the school has corresponding teacher position vacancies. All second- and third-level teacher titles are subject to assessment and certification.

Article 17 Primary and secondary schools run by social forces may refer to these measures to organize teachers to participate in the evaluation of primary and secondary school teachers’ professional titles.

Article 18 These Measures shall be implemented from the date of promulgation.

Professional and technical qualifications for primary and secondary teachers in Jiangxi Province

1. Scope of application

This qualification applies to ordinary primary and secondary schools, vocational middle schools, kindergartens, Special education schools, work-study schools, basic education teaching research institutions, electrochemical equipment education institutions and other educational institutions who are engaged in education, teaching and teaching research and have obtained corresponding teacher qualifications.

II. Basic conditions

(1) Support the leadership of the party, have the motherland in mind, love the people, and abide by the constitution and laws.

(2) Have good ideological and political qualities and professional ethics, abide by the "Code of Professional Ethics for Primary and Secondary School Teachers" and the "Eight Don'ts" of Professional Ethics for Primary and Secondary School Teachers in Jiangxi Province, be dedicated to their jobs, and care for others students, teach and educate people.

(3) Have corresponding teacher qualifications, professional knowledge and educational and teaching abilities, teach on the front line of education and teaching, and effectively perform the responsibilities and obligations of teachers.

(4) The number of times the annual assessment and teacher ethics assessment have been rated as competent (passed) or above since taking up the current position, meeting the requirements for the basic term of office for the upper level professional title, and having at least one outstanding performance each ( Senior teacher twice).

(5) The excellent rate of teaching evaluation by students (parents) reaches above 75 (85 for senior teachers).

(6) Participate in continuing education and training in accordance with regulations and meet the prescribed requirements.

(7) Be physically and mentally healthy and insist on working normally.

1. 3. Specific requirements for senior teachers

(1) Educational experience

1. Have obtained a bachelor’s degree or above or a bachelor’s degree for five years Senior teacher qualifications and employment as a senior teacher for more than 5 years.

2. Compulsory education school teachers have more than 3 years of teaching (exchange) experience in rural schools and have passed the assessment.

4. Have more than 2 teaching cycles since teaching, or have been teaching graduates for more than 3 years.

(2) Work tasks

1. Complete the workload stipulated in the teaching plan and the number of lectures stipulated by the school each year, in which the number of lectures (listening) hours taught by school leaders shall not be less than the number of lectures required. One-third of the standard workload of subject teachers; the number of teaching hours for teachers who also work in management shall not be less than one-half of the standard workload of teachers of the subject. 3. IV. Specific conditions for senior teachers

(1) Educational background and experience

1. 3. Since starting teaching, have worked as a class teacher for more than 6 years (including more than 2 years since taking up the current position), and have achieved remarkable results.

4. Have cyclic teaching experience since teaching, or have been teaching graduates for more than 2 years.

(2) Work tasks

5. Specific conditions for first-level teachers

(1) Educational background and experience

3. Actively participate in school-based training, school-based teaching and research activities, inter-school teaching exchanges and teaching and research, further training and exchange activities organized by teaching and research institutions at or above the county level. (3) In terms of education and teaching

(4) Teaching and scientific research

(5) Demonstration and leadership

6. Exception conditions

(1) Senior teacher

Applicants who do not have the academic qualifications for a senior teacher, but have obtained senior teacher qualifications and have been employed as senior teachers for the full term 5 years; or teachers who have the academic qualifications of a full senior teacher, have obtained the qualification of a senior teacher and have been employed as a senior teacher for more than 3 years, and meet the following conditions, can make an exception application:

(2) Senior teachers

Those who do not have the academic qualifications for senior teachers, but have obtained first-level teacher qualifications and have been employed as first-level teachers for five years; or those who have the academic qualifications for senior teachers and have obtained Teachers who have first-level teacher qualifications and have been employed as first-level teachers for three years or more can apply with exceptions if they meet the following conditions:

VII. Explanation of the Supplementary Provisions

(1) The "city" mentioned in these conditions refers to the "city with districts", and the "county" refers to the "county, county-level city, district" , the term “above” includes this level.

(2) Rural schools refer to teachers in public primary and secondary schools and kindergartens at township level and below, excluding teachers from schools in central urban areas of counties (districts and cities).

(3) The teaching (exchange) experience of teachers from district schools or provincial or municipal schools in urban areas without rural schools in disadvantaged schools shall be deemed to be the teaching (exchange) experience in rural schools. Teachers who are less than 5 years away from the statutory retirement age are not required to have teaching (exchange) experience in rural schools.

(4) Confirmation method for having served as a class teacher:

4. Teaching and research personnel and kindergarten teachers do not have seniority requirements for class teachers.

(5) School-level leaders refer to the principal and deputy principals, principal and deputy secretaries of the school. Management work refers to the work of a management organization within a school registered with the education administration department.

(6) Teaching and research personnel refer to personnel engaged in education, teaching and teaching research in basic education teaching research institutions, electrochemical equipment institutions and other educational institutions.

(7) Cycle teaching refers to the teaching of small classes to large classes in kindergarten, grades 1-6, 7-9 in compulsory education, and grades 1-3 in ordinary high schools. Teaching point teachers, vocational middle school teachers, and teaching and research personnel are not subject to recurring teaching requirements.

(8) The education and teaching competitions mentioned in these conditions refer to competitions organized by education departments at all levels, and awards at the provincial level and below must be issued by the education administrative department with award-winning documents and certificates.
