Article 5 Indicators and Responsibility Management
Each county (city) district is responsible for the points settlement of migrant workers, determines the annual settlement indicators based on financial support capabilities and city carrying capacity, and reports Municipal Development and Reform Commission for filing. The annual settlement targets formulated by Haishu District, Jiangdong District and Jiangbei District shall be submitted to the Municipal Development and Reform Commission for approval.

Article 7 Points Application Conditions

(3) Position indicators: those who hold positions of team leader or above in employers in this city;

Article 8 Gradient Policy
A gradient policy will be implemented for the points-based settlement of migrant workers. Migrant workers from other counties (cities), districts, and urban areas who have accumulated points of not less than 90 points can apply for settlement. Chapter 3 Application Acceptance
Article 9 Acceptance Period
The points settlement for migrant workers will be processed once a year, and the applications for settlement for qualified migrant workers will be processed once a year. The acceptance period is in May each year.
Article 10 Application submission
If migrant workers meet the conditions stipulated in these measures and need to apply for permanent residence in this city, they can directly download relevant information from the website of each county (city) district government. The applicant or the entrusted employer shall verify the certification materials to the relevant departments. Article 11 Application Materials
If migrant workers who meet the provisions of Articles 6 and 7 apply for permanent residence in this city, they shall submit the following materials:
( 1) Valid identity certificate, academic certificate and "Application Form for Permanent Residential Registration in this City for Migrant Workers";
(2) Proof of participating in the social insurance prescribed by this city;
(3) ) Relevant employment (labor) contract certificates and residence certificates;
(4) Proof of tax payment in accordance with the law, certificate of physical health, family planning certificate of current residence and place of export, and certificate of no criminal record;

Article 12 Acceptance

After receiving the applicant’s application materials for permanent residence in this city, the public security organ will conduct a preliminary verification within 5 working days. If the application materials are complete, it shall be accepted and an acceptance receipt will be issued. If the application materials are incomplete, all the content that needs to be supplemented should be informed. Article 13 Review
The public security organs will verify the application materials within 20 working days and put forward settlement opinions.
Article 14 Announcement
For applicants who meet the requirements for settlement, the public security organs shall announce the settlement opinions and the basic content of points to the employer and the actual place of residence at the same time. The announcement period is 7 days.
If there is no objection to the announcement, the public security organ shall make a decision to approve the move-in within 3 working days after the expiration of the announcement, and issue a "Certificate of Approval for Move-in".
If there are any objections to the announcement, the public security organs will transfer it to the corresponding functional departments to verify the objections based on the specific circumstances. The relevant functional departments shall issue written verification opinions within 15 working days and feedback them to the public security agency to which the case was originally transferred. Article 15 Processing
Migrant workers shall handle household registration transfer procedures with the "Household Registration Approval Certificate" issued by the public security agency and relevant application materials.

For migrant workers who settle in pilot towns and central towns in satellite cities in accordance with the provisions of these Measures, their spouses and minor children may accompany them to work. Article 19 Legal Responsibilities

Migrant workers and units must commit in writing to the authenticity of the certification materials provided, and fraud is strictly prohibited. Once it is found to be false or forged, the applicant will be disqualified from re-applying and will be recorded in the social credit system.
