Article 4 People's governments at all levels shall strengthen their leadership over scientific and technological work, implement the responsibility system at different levels and the target responsibility system, and incorporate them into the performance appraisal of cadres; According to the overall goal of local economic and social development, formulate scientific and technological development plans and policies and measures to ensure the coordination of scientific and technological progress with economic construction and social development and promote the implementation of sustainable development strategy. Article 5 People's governments at all levels shall strengthen the infrastructure construction of the technology market, standardize the order of the technology market, strengthen the supervision of the technology market, and promote the commercialization of scientific and technological achievements.

Encourage citizens, legal persons or other organizations to actively declare patents and obtain patent rights according to law. Article 6 The administrative departments of science and technology of people's governments at all levels shall be responsible for the macro-management and comprehensive coordination of scientific and technological work within their respective administrative areas.

Other relevant departments shall be responsible for the work related to scientific and technological progress according to their respective responsibilities. Seventh provincial people's government and relevant departments should help ethnic minority areas and remote and poor areas to speed up the development of science and technology and implement poverty alleviation through science and technology. Article 8 People's governments at all levels should attach importance to the role of scientific and technological social groups in promoting scientific and technological progress. Chapter II Agricultural Science and Technology Article 9 Rely on science and technology to develop the rural economy, accelerate the research and development of agricultural science and technology and the popularization and application of achievements, and develop high-yield, high-quality and efficient agriculture.

The popularization and application of agricultural scientific and technological achievements should be supported by the government or provided with paid services; The research and popularization of new agricultural varieties and technologies shall receive due compensation from beneficiary units or individuals in accordance with relevant regulations. Article 10 Strengthen the research on basic agricultural science, the breeding of new agricultural varieties, the research on the development of supporting technologies and new technologies, and provide technical support and reserves for agricultural development.

People's governments at all levels shall establish and protect the experimental land of agricultural research and development institutions and technology popularization institutions, and no unit may occupy or use it for other purposes. If it is really necessary to adjust the experimental land, it must be implemented in accordance with the relevant provisions of the province. Eleventh establish and improve the county (city, district), township (town) and village level supporting rural science and technology service network and agricultural science and technology extension system, and take practical measures to stabilize grassroots agricultural science and technology extension institutions and personnel.

Encourage scientific research institutions, institutions of higher learning, large and medium-sized enterprises and counties (cities, districts) and townships (towns) to establish various forms of scientific and technological economic cooperation organizations or integrated business entities of technology, agriculture, industry and trade to provide pre-,mid-and post-natal supporting technical services for agricultural production. Twelfth social science and technology popularization institutions below the county level can operate agricultural means of production according to law.

Agricultural scientific research institutions and institutions of higher learning can operate excellent agricultural varieties independently developed by them or developed in cooperation with other units and approved by legal units according to law. Farmers' technical personnel who have reached a certain professional and technical level through examination may evaluate the corresponding technical titles or issue technical qualification certificates in accordance with the relevant provisions of the state and the province. Chapter III Enterprise Science and Technology Article 14 Enterprises shall implement national and provincial industrial and technological policies, speed up technological transformation and innovation, and improve technological development capability and market competitiveness of products.

Enterprises that develop and produce new products or patented products at the national or provincial level may enjoy preferential tax treatment according to the relevant provisions of the state and the province and recognized by the relevant departments. Fifteenth support the establishment of a technology development system that combines enterprises with Industry-University-Research.

Large enterprises and enterprise groups should establish and improve technology development institutions and intellectual property protection institutions, and strengthen enterprise patent application, implementation and intellectual property protection. Sixteenth support scientific research institutions, institutions of higher learning and enterprises to carry out various forms of technical cooperation, participate in technological transformation and development of enterprises, establish intermediate test bases and technology research and development institutions, and promote the popularization and application of advanced technologies in enterprises. Seventeenth people's governments at all levels should support the establishment of market-oriented technology research and development institutions to provide technical services for small and medium-sized enterprises. Article 18 Enterprises are encouraged to introduce advanced technologies and transform traditional industries with high and new technologies.

Before introducing technology or projects, enterprises should conduct necessary information retrieval, consultation or demonstration in accordance with relevant state regulations, and do a good job in digestion and absorption and independent innovation after introduction to form independent intellectual property rights. Nineteenth enterprises should establish and improve the technical training system for employees, and improve the technical level and scientific and cultural quality of employees.

Enterprises should formulate measures to encourage employees to put forward reasonable suggestions and engage in technological innovation and invention-creation activities.
