According to the requirements of the Notice of the Ministry of Housing and Urban-Rural Development on Relevant Issues Concerning the Qualification Management of Construction Enterprises (J.J. [20 15] 154No.), in order to do a good job in the renewal of the qualification certificate of new construction enterprises (hereinafter referred to as renewal), relevant matters are hereby notified as follows:
First, the scope of replacement.
(1) The old version of the Qualification Certificate for Construction Enterprises issued by the competent departments of housing and urban and rural construction at all levels according to the original Qualification Grade Standard for Construction Enterprises (Jian Peijun [20065438+0] No.82, hereinafter referred to as the original standard) (the qualification of labor subcontracting enterprises other than scaffolding subcontracting and template subcontracting will not be extended temporarily).
(2) The special qualification certificate of construction general contracting issued by our department and the engineering design qualification certificate issued at the same time according to the Special Qualification Standard of Construction General Contracting (Jianshi [2007] No.72).
Second, the replacement procedure
(a) I approved the qualification renewal procedures for construction enterprises.
1. The enterprise applying for certificate renewal downloads and installs the "Software for Filling in Enterprise Qualification Application Information" through our website (www.mohurd.gov.cn), fills in the Application Form for Certificate Renewal of Construction Enterprise Qualification and the Information Collection Form for Construction Enterprise Qualification Application (hereinafter referred to as "Application Form" and "Collection Form" respectively), clicks "Submit" and prints the Application Form and Collection Form at the same time. According to the management authority stipulated in Article 12 of the Regulations on Qualification Management of Construction Enterprises (Order No.22 of the Ministry of Housing and Urban-Rural Development), they were reported to the competent departments of housing and urban-rural construction in the provinces (autonomous regions and municipalities directly under the Central Government) where the enterprises were registered, the construction enterprises directly supervised by the state-owned assets management department of the State Council, and the Engineering Management Bureau of the Infrastructure and Barracks Department of the General Logistics Department (hereinafter referred to as the provincial competent departments).
The construction enterprises directly supervised by the state-owned assets management department of the State Council should list their wholly-owned or absolute holding enterprises and their articles of association, and the Engineering Management Bureau of the Infrastructure and Barracks Department of the General Logistics Department should report the list of subordinate units to the Construction Market Supervision Department of our department before 20 15 10.
2. The provincial competent department shall fill in the Summary Form of Qualification Replacement of Construction Enterprises in batches (see Annex), and attach the application form, collection form and copies of the old construction qualification certificates of all enterprises (including copies of the special qualification certificate of construction general contracting and the corresponding engineering design qualification certificate) to the summary form, and submit them to the centralized acceptance office of administrative examination and approval of our department. Our department will not accept the application for replacement of enterprises whose "Application Form" and "Collection Form" are inconsistent with the qualification information of the national construction market supervision integrity information platform.
3. 20 days after the Ministry accepts the application for enterprise certificate renewal, the provincial competent department can receive the new version of enterprise qualification certificate for construction industry at the centralized acceptance office of the Ministry of administrative examination and approval (for super-qualified enterprises that submit a copy of the engineering design qualification certificate as required, they can renew the engineering design qualification certificate with the same validity period as the new version), and the validity period is 5 years (if the old version of qualification certificate with the validity period of 1 year is obtained, the validity period of the new version of qualification certificate is the same as the original version). After the new version of the qualification certificate of construction enterprises is issued, the provincial competent department shall take back all the original qualification certificates of enterprises and destroy them according to law.
4.2065438+From June 30, 2006, our department stopped accepting applications for renewal of enterprise certificates.
5. Our department will regularly publish the list of enterprises that have renewed their new qualification certificates.
(II) Provincial housing and urban-rural construction departments and municipal housing and urban-rural construction departments with districts are responsible for the qualification license of construction enterprises, and the specific implementation procedures for the renewal of their qualification certificates can be formulated with reference to this circular.
Three. Related requirements
1. The enterprise shall truthfully fill in the application form for renewal of license according to the requirements of the application form, and the legal representative of the enterprise shall sign the application form and promise to be responsible for the authenticity of the application materials. Enterprises that violate laws and regulations such as fraud will not be renewed, and will be dealt with according to relevant regulations.
2. Enterprises that have obtained professional contracting qualifications for high-rise building structures, telecommunication engineering, foundation treatment of hydraulic structures, dikes, hydraulic dams, hydraulic tunnels, thermal power equipment installation, furnaces, smelting electromechanical equipment installation, chemical petroleum equipment pipeline installation, pipeline engineering, etc. According to the original standards, and in accordance with the provisions of the simple replacement within one year after applying for the original qualification into the same level, the corresponding category of general contracting qualification, the qualification licensing authority will not assess its performance indicators.
3. According to the original standard, an enterprise that has obtained the qualification as the main contracting qualification of hydraulic tunnel engineering can apply for the renewal of the contracting qualification of tunnel engineering not higher than the original qualification level.
4. For enterprises applying for qualification upgrading and additional items, the qualification licensing authority shall, after issuing the new version of Qualification for Construction Enterprises, approve their qualification applications in accordance with the Qualification Standard for Construction Enterprises (Jian Jian [20 14] 159). In the case of reorganization, merger, division, etc. After the enterprise issues a new certificate, it may apply for qualification change procedures.
5. If an enterprise applies for special qualification after renewal, it still uses the Application Form for Qualification of Construction Enterprises in the original Implementation Opinions on the Provisions on Qualification Management of Construction Enterprises (J.S. [2007] No.241). Among them, the preliminary examination opinions of the preliminary examination department (general contracting super enterprise) do not need to fill in the preliminary examination opinions of the national construction method, invention patent, national science and technology progress award, national or industry standards for engineering construction and other assessment indicators.
6. The new version of the enterprise qualification certificate is printed by the new version of the construction enterprise certificate printing management information system (download address: www.mohurd.gov.cn/docmaap). The provinces (autonomous regions and municipalities) that use the self-developed certification system should conduct data docking with the information system of our bureau according to the new version of the data exchange interface standard of the construction enterprise certificate printing management information system of our bureau, and immediately update the information to the information system of our bureau.
The time for qualification renewal of construction enterprises is tight and the task is heavy. Please attach great importance to the local housing and urban-rural construction departments, put forward specific work arrangements and requirements, and carefully organize their implementation to ensure the smooth progress of the work. If there are any problems in the implementation of the work, please contact our construction market supervision department in time.
This notice shall be implemented as of the date of issuance. The original Notice of the General Office of the Ministry of Housing and Urban-Rural Development on the Renewal of the Qualification Certificate of Construction Enterprises (Jian Bu Han [2065438+05] No.385) shall be abolished at the same time.
