In any of the following circumstances, the patent agent's practice certificate shall not be issued:
1. Not having full capacity for civil conduct.
2. Before the application, he practiced in another patent agency, but he was not dismissed by the patent agency, and he did not go through the cancellation procedures of the patent agent's practice certificate.
3. Change the patent agency less than 1 year after obtaining the patent agency practice certificate.
