Accelerate the construction of demonstration bases for comprehensive utilization. From 20 10, the Ministry of Land and Resources and the Ministry of Finance jointly organized and implemented the special project of saving and comprehensive utilization of mineral resources to promote the construction of a demonstration base for comprehensive utilization. From 20 10 to 20 12, the central government invested a total of 8.5 billion yuan in special funds, and the matching funds of demonstration enterprises15 billion yuan. 288 major projects were deployed and more than 100 technical breakthroughs were made. Among them, it won more than 50 national and industry-level scientific and technological progress awards, carried out 90 scientific and technological innovation projects, applied for more than 0/00 patents, and authorized 33 domestic patents (including invention patents 18), forming more than 20 national or industry standards and more than 60 enterprise standards. Mining enterprises use special funds to research and develop or introduce advanced technology and equipment, and carry out production process transformation, which has improved the mining recovery rate, mineral processing recovery rate and comprehensive utilization rate, revitalized a number of important mineral resources such as oil, coal, iron ore, copper mine and phosphate rock, improved the efficiency and benefit of development and utilization, and achieved good environmental and social benefits.

Accelerate the popularization of advanced and applicable technologies. The Ministry of Land and Resources issued the Notice on Promoting Advanced and Applicable Technologies to Improve the Level of Saving and Comprehensive Utilization of Mineral Resources, which clarified the economic incentive policies and management measures such as tax reduction and exemption for promoting advanced and applicable technologies, and emphasized the promotion of key areas such as efficient development of low-permeability oil fields and shale gas resources, solid mineral filling and mining, and key technologies. A catalogue publishing system for advanced and applicable technologies was established, and two batches of 99 advanced and applicable technologies (oil and gas 15, coal 24, metal 4 1 and nonmetal 19) were published successively, including 62 in the first batch and 37 in the second batch (Table 3- 1).
