The secretariat of the World Intellectual Property Organization (WIPO) is responsible for coordinating the formal and informal meetings held by various institutions composed of member States throughout the year. The following institutions established in accordance with the Convention on the Establishment of the World Intellectual Property Organization are the highest decision-making bodies of the World Intellectual Property Organization.
These institutions hold regular meetings in Geneva every two years in September, June and 10, and hold special meetings every other year.

In addition, the treaties managed by the World Intellectual Property Organization set up congresses of member countries of the Union (such as the PCT Union Congress; Madrid Union Congress, etc. The Standing Committee is an ad hoc committee composed of experts.
Standing committees are established by decisions adopted by the General Assembly for specific purposes, such as determining whether new treaty provisions are needed.

If the Standing Committee considers that sufficient progress has been made in adopting the treaty, the General Assembly may decide to convene a diplomatic conference.
This is a kind of high-level meeting of member States, which is held purely in the final stage of the new treaty negotiations in order to finally complete the negotiations. The Standing Committee or other bodies may decide to establish a working group to examine a specific issue in more detail (such as the open-ended working group established by the eighth session of the Planning and Budget Committee).
