2. The patent agency entrusted to handle patent agency shall be a patent agency designated by the State Council or a patent agency approved by the relevant competent department of the State Council and the people's governments of provinces, autonomous regions, municipalities directly under the Central Government, open cities and special economic zones.
3. When filling in the Power of Attorney for Patent Agents, the requirements listed in "Matters needing attention in filling in the form" shall be met.
