202 1 The personal income tax relief policy for the disabled has the following two points:

Personal income tax may be reduced for the income of disabled persons, which shall be stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the Standing Committee of the people's congress at the same level for the record;

2. Insurance money, pensions and disability benefits are exempt from personal income tax.

The objects of taxation are as follows:

1. Legal object, taxpayers of individual income tax are those who live in China and do not live in China but get income from China, including citizens in China, foreigners who get income in China and compatriots from Hong Kong, Macao and Taiwan;

2. Resident taxpayers, individuals who have a domicile in China or have no domicile in China for one year, bear unlimited tax obligations, that is, pay personal income tax on their income obtained in China and abroad;

Article 5 Individual income tax may be reduced under any of the following circumstances. The specific scope and time limit shall be stipulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and reported to the Standing Committee of the people's congress at the same level for the record:

(a) the income of the disabled, the elderly and the martyrs;

(2) Having suffered heavy losses due to natural disasters.

The State Council can stipulate other tax reduction measures and report them to the NPC Standing Committee for the record.
