About patents! Why does the state charge for patent applications?

I found a phenomenon that many people seem to have no brains and will not have any doubts about the authority of national laws. Is the patent law stipulated by some vested interests in the country reasonable? I see a lot of things, which are unreasonable. Patent application is like an essay contest. If there is a typo in the patent, or the patent applicant's writing is not standardized, missing or unable to write the protection rights, why can't those Patent examiners modify or write it for free? Why don't the staff of patent agencies and the state pay salaries like teachers? Why do you have to pay thousands of dollars in agency fees? Why should the patent applicant bear any expenses involved in the patent application? Why can't the state finance bear it? Is our world interested in patented technology itself or the form of patented articles? Even if there are patent fees, can the patentee pay again after obtaining the patent benefits? If the patentee doesn't benefit from the patent at all, it is extremely unreasonable to pay any fees. In the past thousands of years, the absence of patent law was a great disadvantage. However, after the modern patent law, any setting to raise the threshold of patent application is unfavorable.
