The bidder’s qualifications, performance, reputation, professional personnel and other qualifications set in the bidding documents must comply with the provisions of laws and regulations and be consistent with the bidding documents. The specific characteristics of the project are adapted to the actual needs.

4. Use of standard bidding documents

Relevant bidding administrative supervision departments and industry authorities have promulgated relevant standard bidding documents to improve the quality of bidding documents and further standardize bidding activities. When preparing bidding documents, the tenderer shall use corresponding standard bidding documents in accordance with regulations.

5. Clarify the substantive requirements and circumstances for rejecting the bid

The bidding documents must clarify the content of the bidder's substantive response and the circumstances for rejecting the bid. The substantive requirements and relevant content of rejected bids in the bidding documents should be specific, clear, and non-controversial. They should be reminded in an eye-catching manner and avoid using words and phrases that are principled, vague, or likely to cause ambiguity.

6. No illegal or discriminatory clauses shall appear

Tender documents shall not illegally restrict, exclude or protect potential bidders, and shall reasonably divide the rights and obligations between the tenderer and the bidder. and risk responsibilities, and the obligations, responsibilities and risks that should be borne by the tenderer shall not be transferred to the bidder. Various technical standards stipulated in the bidding documents shall comply with national mandatory standards, and shall not require or indicate a specific patent, trademark, name, etc.

7. The language must be standardized, concise, and consistent

The language and text of the bidding documents must be standardized, rigorous, accurate, and refined to avoid ambiguity. The commercial and technical parts of the bidding documents should be coordinated to avoid duplication and contradiction.
