Measures for the determination of high-tech enterprises in Lanzhou High-tech Industrial Development Zone, Gansu Province

Article 1 In order to promote the development of high-tech industries in Lanzhou High-tech Industrial Development Zone (hereinafter referred to as the Development Zone), these Measures are formulated in accordance with the Conditions and Measures for the Recognition of High-tech Enterprises in National High-tech Industrial Development Zone (Guo Fa [19 1] 12). Article 2 The Gansu Provincial Science and Technology Commission is the competent authority for the identification of high-tech enterprises in the Development Zone. The development zone office specifically handles the identification of high-tech enterprises. Article 3 The scope of high-tech development in development zones shall be implemented in accordance with Article 4 of the Conditions and Measures for the Accreditation of High-tech Enterprises in National High-tech Industrial Development Zones:

(1) Microelectronics Science and Electronic Information Technology;

(2) Space science and space technology;

(3) Optoelectronic science and optoelectronic integration technology;

(4) Life science and bioengineering technology;

(5) Material science and technology;

(6) Energy science and new energy and energy-saving technologies;

(seven) ecological science and environmental protection technology;

(8) Earth science and ocean engineering technology;

(9) Basic materials science and radiation technology;

(10) medical science and biomedical engineering;

(eleven) other new processes and technologies applied on the basis of traditional industries. Article 4 High-tech enterprises are knowledge-intensive and technology-intensive economic entities. High-tech enterprises in the Development Zone must meet the following conditions:

(a) engaged in the research, development, production and operation of one or more high-tech and its products within the scope stipulated in Article 3 of these Measures (except pure commercial enterprises);

(two) the principle of self-financing, voluntary combination, independent operation, self-financing, self-discipline and self-development (enterprises without independent accounting and self-financing will not be recognized);

(three) the legal representative of the enterprise must be a full-time scientific and technical personnel familiar with the research, development, production and operation of the products of the enterprise;

(4) There are at least five scientific and technical personnel with college education or above (excluding part-time jobs), and scientific and technical personnel account for more than 30% of the total number of employees in the enterprise. Senior and intermediate scientific and technological personnel engaged in research and development of high-tech products should account for more than 10% of the total number of scientific and technological personnel;

(five) there are more than 654.38 million yuan of funds, and there are places and facilities for research, development and operation in the designated development zone;

(6) Having clear articles of association, a sound organizational structure, qualified accountants and statisticians and a financial management system. Article 5 Enterprises entering the Development Zone shall be identified and approved according to the following procedures:

(1) When an enterprise applies to the Development Zone Office, it shall submit: application report, articles of association, personnel roster, capital certificate, site certificate, high-tech achievement appraisal certificate or patent notice, feasibility report for developing new products, and notice of appointment of legal representative issued by the competent department;

(2) The office of the Development Zone shall organize an expert committee to conduct evaluation;

(three) approved by the Provincial Science and Technology Commission issued a certificate of high-tech enterprises;

(4) With the approval of the Provincial Science and Technology Commission, go through the registration formalities with the administrative department for industry and commerce of the Development Zone. Article 6 In the Development Zone, all scientific research units owned by the whole people that have reduced or exempted the fees for scientific and technological undertakings in accordance with the provisions of the state and are self-reliant can be converted into high-tech enterprises with the approval of the Development Zone Office and the Provincial Science and Technology Commission, if they meet the conditions stipulated in Articles 3 and 4 of these Measures. Article 7 The Development Zone Office shall regularly assess the enterprises in the Development Zone according to the conditions stipulated in Article 4 of these Measures. The funds for high-tech research and development in the second year after the enterprise is approved to enter the development zone shall not be less than 3% of the total income of the enterprise; The income from technology and high-tech products of enterprises should account for more than 50% of the total income of enterprises.

Enterprises that fail to meet the prescribed conditions after examination shall not enjoy the policies and regulations of the Development Zone. If the requirements are not met for two consecutive years, the certificate of high-tech enterprise shall be revoked. Article 8 If a high-tech enterprise changes its name, domicile, business place, legal representative, economic nature, business scope and mode, registered capital, business term, adds, reduces or cancels branches, merges, divides, transfers or closes down, it must report to the Development Zone Office for approval in advance, and then go through the corresponding formalities at the administrative department for industry and commerce. Enterprises that have entered the development zone shall be re-identified according to these measures.
