3. Have provincial enterprise R&D institutions, including provincial high-tech enterprise R&D centers and provincial enterprise technology centers. ;
4. Effectively integrate all kinds of innovative resources inside and outside the enterprise, and have corresponding organizational structure, capital investment, system construction and operation mechanism;
5. The host enterprise has no environmental, safety, intellectual property and tax violations in the past three years.
