Beijing: "Beijing 8 Articles" Promote the Employment of College Graduates

A few days ago, the Beijing Municipal Bureau of Human Resources and Social Security, the Municipal Education Commission and the Finance Bureau jointly issued "Several Measures on Responding to the Impact of COVID-19 Epidemic and Promoting the Employment of College Graduates" (referred to as "Beijing Eight Articles"), which provided policy support for college graduates' employment and entrepreneurship from eight aspects, such as supporting flexible employment and encouraging enterprises to absorb, and strived to achieve the employment rate of college graduates from Beijing Shengyuan at least 95% by the end of the year.

Enterprises recruiting fresh graduates from Beijing universities have social security subsidies.

Vigorously support the flexible employment and self-employment of college graduates. College graduates who leave school within 2 years after 2020 can apply for social security subsidies for flexible employment for the first time. According to the monthly 930 yuan standard, the annual subsidy amount is11/60 yuan, with a maximum of 3 years. It is expected that from September this year, eligible college graduates can start to apply for flexible employment subsidies.

In view of the special situation of the epidemic situation in COVID-19 this year, we will intensify efforts to encourage enterprises to absorb college graduates, and promote the employment of college graduates from various aspects, such as expanding the employment scale of public institutions and grass-roots units and giving priority to the employment of scientific research projects.

This year, enterprises will recruit graduates from universities in Beijing within the graduation year, and those who meet the requirements will be given social insurance subsidies for no more than three years. The subsidy standard is 1 162 yuan per month. For small and medium-sized enterprises, those who recruit Beijing university graduates within this year's graduation year can also apply for a monthly subsidy of 1760 yuan for up to 6 months. In addition, if college graduates participate in employment probation and sign a labor contract with the probation unit for more than 1 year before the probation period expires, they will also be given a probation subsidy of 2,200 yuan per month for the remaining period of the probation unit.

For the subsidies involved in "Beijing Eight Articles", employers and graduates can inquire and handle them through the "Hot Service" column of the official website of the Municipal Human Resources and Social Security Bureau, the official account of "Beijing People's Society" WeChat, and the official websites of human resources and social security departments in various districts.

Institutions recruit 80% of graduates.

At the same time, expand the scale of grassroots employment, and encourage community posts and district medical and health posts to develop college graduates on the basis of doing a good job in the special post plan for rural teachers and the special recruitment of rural revitalization assistants; Expand the enrollment scale of college students in higher education; National scientific research projects of universities and research institutes will also give priority to hiring college graduates as research assistants or assistants.

In promoting innovation and entrepreneurship, we will actively implement measures such as free venues and tax reduction and exemption. For Peking University graduates who have not been employed within 2 years after graduation, the counter-guarantee shall be cancelled in principle when applying for personal business guarantee loans. Provide free capital services such as investment and financing and equity management in Beijing market for college students through GEM.

Push excellent online career guidance courses to graduates. Guide vocational colleges and application-oriented undergraduate colleges to cooperate with enterprises and vocational training institutions to carry out order-based training, orientation training and fixed-post training. College graduates who have obtained the national vocational qualification certificate or vocational skill grade certificate and are employed in enterprises in Beijing may apply for personal skills upgrading subsidies as required. You can participate in the recruitment as a fresh graduate within 2 years.

This year, Beijing unemployed graduates can, according to their own wishes, keep their household registration and files in school for two years or transfer them to public employment talent service institutions in their places of origin, and take the examination and employment of employers as fresh graduates. After confirming their work units, they can go through relevant procedures with reference to fresh graduates. All the services of graduates are handled online. Returned overseas students and young people from Hong Kong, Macao and Taiwan will also be fully integrated into the public employment talent service system and enjoy employment and entrepreneurship services on an equal footing.

The relevant departments shall register unemployed college graduates in real-name registration system, and recommend at least three jobs to graduates from poor families who are willing to work, so as to ensure that 100% of them can get employment assistance. This year, Beijing will also organize a special recruitment for Hubei college graduates, and for the first time, grant job-seeking and entrepreneurship subsidies to college graduates in Beijing and Hubei in 2020, with the standard of 1 10,000 yuan per person.
