If the court delays the hearing without reason, the parties may complain to the higher people's court, which shall order corrections and impose sanctions on the directly responsible person in charge and other directly responsible personnel in accordance with the law.
Legal basis:
Article 83 of the Administrative Litigation Law: Administrative cases subject to summary procedures shall be heard by one judge alone, and shall start from the date of filing the case. The trial will be concluded within forty-five days.
Article 81 The People's Court shall make a first-instance judgment within six months from the date of filing the case. If there are special circumstances that require an extension, it shall be approved by the Higher People's Court. If the Higher People's Court needs to extend the hearing of first-instance cases, it shall be approved by the Supreme People's Court.
