Scope and objects

Professional title application
Procedure and acceptance
(1) Standard application recommendations
1. Senior professional title review. To apply for senior professional titles, the evaluation standard conditions and specific submission time and location requirements can be viewed on the website of the Provincial Department of Human Resources and Social Security and the websites of the units that organize the various series (professional) high-level evaluation committees. 2. Intermediate professional title evaluation. To apply for intermediate professional titles, according to the evaluation standard conditions of each series (professional) and the evaluation committee of the "2019 Huainan City Intermediate Professional Title Evaluation Committee List", the department (unit) where each evaluation committee is located must issue a notice of evaluation work in a timely manner and arrange it before the evaluation committee The department (unit) website where the association is located will be announced to facilitate the acceptance, review, and compilation of review materials. In accordance with the notice of the Provincial Department of Human Resources and Social Security on the issuance of the "Guiding Opinions of Anhui Province on Establishing the Correspondence between Professional and Technical Vocational Qualifications and Professional Titles in Some Occupational Fields (Trial)" (Wanren Social Security Bureau [2017] 72 ) document, any qualification certificate obtained from a series of examinations corresponding to professional and technical vocational qualifications and professional titles that meet the conditions for applying for intermediate professional titles can be applied after being reviewed and confirmed by the Municipal Human Resources and Social Security Bureau.
3. Junior professional title review.
For professional and technical personnel from municipal enterprises and institutions to apply for junior professional title qualification certification, the institutions shall be summarized by the competent department (for enterprises, the unit is located) and report to the Municipal Human Resources and Social Security Bureau before November 30. The identification of junior professional titles for professional and technical personnel in enterprises and institutions affiliated to counties and districts shall be arranged by the county and district Human Resources and Social Security Bureau within the current year according to the territorial principle, and the identification results shall be reported to the Municipal Human Resources and Social Security Bureau for record.
4. Professional and technical talents from private enterprises such as non-public economic organizations, social organizations, and freelancers apply for professional title review. The labor contract signed with the applying unit and the appointment letter for corresponding professional and technical positions must be provided as the basis for determining the working years. If the personnel files are managed by the employer, the employer shall conduct a preliminary review of the application materials and submit them to the review committee of the corresponding series (professional) and level as required; if the personnel files are managed by the talent service agency, the talent service agency shall review the application materials. Initial review and reporting to the review committee of the corresponding series (professional) and level as required. Improve the talent classification and evaluation mechanism of private enterprises. For a series of professional titles that are practical, operable, and have no obvious theoretical research attributes, professional and technical personnel from private enterprises do not need a paper to apply for intermediate or lower professional titles; when applying for senior professional titles, patent results and project reports can be explored , engineering or test demonstration plans, design documents, teaching plans, case studies, creative achievements, exhibitions, collection certificates, etc. to replace thesis requirements. When organizing professional title reviews, professional and technical personnel from private enterprises can be grouped separately for separate reviews.
At the same time, we should ensure the connection between non-socialized and socialized professional titles. Professional titles and qualifications obtained through various non-socialized evaluations before 2017 are still valid in non-public economic organizations and do not need to be replaced by socialized titles. Socialized professional title (qualification) certificate; when applying for socialized professional title review, it will be used downgraded by one level.
5. The professional titles applied for review by professional and technical personnel should be consistent with the professional title series (majors) required for their professional and technical positions. If the unit does not have corresponding professional and technical positions, it shall not recommend the professional titles of the corresponding series (majors) for review. Professional and technical personnel who apply for transfer must have worked in their current professional and technical positions for more than one year, passed the unit assessment, been able to perform the corresponding job responsibilities, and achieved work performance in their current positions. Only then can they participate in the professional title review of the same level and be based on the new series ( Professional) standard conditions application materials. Those who have not been transferred are not allowed to apply for a higher-level professional title across series (majors); those who have been transferred are not allowed to apply for a higher-level professional title in the current year. The tenure time of professional and technical personnel can be calculated based on the cumulative number of years of professional and technical work actually employed in the corresponding position before and after transfer. Due to the change of unit name and position attributes under the reorganization system, when professional and technical personnel apply for a higher-level professional title in the corresponding series (professional) according to their current position, they will no longer be transferred to the same level, and they can apply directly with the original professional title. If the applicant's current professional and technical qualifications are obtained through review in another place or industry, the application shall be handled in accordance with the "Implementation Measures for Professional Title Review in Anhui Province" (Wanrenshefa [2018] No. 5), and the "Application for Confirmation of Huainan City Professional and Technical Qualification Certificate" must be filled in Summary Form" must be submitted to the Municipal Human Resources and Social Security Bureau for reconfirmation before applying for review of higher-level professional and technical qualifications.
6. If the major of the applicant’s academic qualifications is inconsistent or not similar to the major of the applied professional title, the applicant should participate in continuing education and training in the declared major (or similar major) for more than 3 months in total and obtain a completion certificate. ; Or after completing the required hours of regular annual continuing education, then participate in the continuing education courses of the applied major (or similar major). 7. Professional and technical personnel apply for exception review. Personnel with outstanding abilities and performance in professional and technical positions and who have indeed made outstanding contributions meet the exception conditions for the review of professional titles of the corresponding level and series (professional), and may apply for the corresponding professional titles without any restrictions on academic qualifications, qualifications, continuing education conditions, etc. Applications for professional titles that are exceptional must be accepted by the series (professional) evaluation committee and reported to the Municipal Human Resources and Social Security Bureau for review and approval before submission for evaluation, otherwise the evaluation results will be deemed invalid.
8. Do a good job in reviewing the professional titles of professional and technical personnel dispatched.

Those who pass the assessment at the end of the period of assistance will be given priority in hiring when job vacancies arise based on the professional titles they obtained during the period of assistance after returning to the dispatching unit. Any professional titles obtained through fraud during the deployment period will be revoked and included in the list of dishonest persons; if the circumstances are serious, they will be dealt with in accordance with laws and regulations. Fifth, all units should strengthen communication with relevant industry departments, and jointly create convenient conditions for the dispatch of professional and technical talents to participate in professional title reviews, so as to provide talent support for promoting counterpart assistance and winning the battle against poverty.
9. Others. Applicants should carefully fill in the "Professional and Technical Qualification Evaluation Form" and "Concise Registration Form for Personnel Applying for Professional and Technical Qualifications" and other forms. The employer must carefully review and publicize the original certificates and related materials submitted by the applicant, and make copies of them. The official seal shall be stamped on it, and the reviewer shall sign and submit it to the competent department for review and seal. All evaluation committees will not accept any high-level or intermediate-level application materials that have not been published.
(2) Strengthen review and acceptance
Each evaluation committee establishment unit must carefully review and strictly control, especially basic conditions such as identity, age, education, qualifications, major, and assessment status. Application materials that do not meet the application conditions or have incomplete materials will not be accepted. Application materials that have not been recommended by the unit and reviewed by the competent department shall be accepted. The responsibility system of "who accepts, who reviews, who signs, who is responsible" is adhered to, and the review is carried out step by step. Sign and stamp the official seal on the record form. Those who provide false materials will be disqualified from filing for the current year and will not be allowed to file for the next five years. (3) Ensure review quality
1. Applicants can be evaluated through defense, examination, assessment and certification to further enhance the scientific nature of the evaluation methods. Intermediate judging committees of each series (professional) should establish professional knowledge defense question banks and scoring standards, and strive to improve the quality of professional defenses. It is also possible to implement a combination of examination and evaluation, and conduct necessary comprehensive theoretical knowledge and professional knowledge examinations for application reviewers to test the actual knowledge and ability level of applicants. During the review process, the applicant's actual ability, performance, and academic level can also be evaluated as the focus, and the applied paper will be interviewed and defended. A review work plan must be formulated, and the on-site defense will be conducted in public. Those who fail the interview defense will not be allowed to participate in the review.
2. Conduct appraisal and evaluation on papers and technical reports submitted by applicants. Papers and technical reports must be written based on the actual work since taking up the current position, and the content is consistent with the application review major (discipline), generally no less than 1,500 words; if they have not been formally published, generally no more than 2 papers will be recognized in one year; more than two people For cooperation, supporting materials provided by the collaborator and confirmed by relevant units are required. Experts will only evaluate the relevant parts written by them. The evaluation results of papers and technical reports are divided into four grades: excellent, good, average and unqualified. Those who fail will not pass the review. If some series (professional) review standards have adjustments to paper requirements, the 2019 series (professional) review notice shall prevail.
According to the spirit of the Notice on Deepening the Implementation Opinions on Deepening the Reform of the Professional Title System issued by the Huainan Municipal Party Committee Office and the Huainan Municipal People’s Government Office (Huaibanfa [2018] No. 21), for those in difficult and remote areas , professional and technical talents working at the grassroots level, non-public economic organizations and social organizations, as well as freelance professional and technical talents, do not need a thesis requirement.
3. Seriously implement the standard conditions for professional and technical qualifications. Adhere to the principle of selecting the best from the best, tilting towards the grassroots and front-line, and focusing on the principle of tilting towards non-public economic organizations, social organizations, and freelance professional and technical talents. In principle, the pass rate of the intermediate professional technical qualification review for each series (professional) shall not be higher than 90 to ensure the quality of the review.
Strengthening the Jury Committee

In accordance with the prescribed procedures and requirements, each judging committee should adjust the members of the judging panel, and the adjusted list of members in the judging pool shall be submitted to the Municipal Human Resources and Social Security Bureau for approval before August 30. The unit that establishes the jury must submit the review work plan to the Municipal Human Resources and Social Security Bureau for approval 10 working days before the current year's review. The Municipal Human Resources and Social Security Bureau, together with various competent departments, will select judges from the review pool to form the members of the jury for that year. . If the evaluation committee is not convened in accordance with the prescribed procedures and requirements or the evaluation committee is replaced without authorization, the evaluation results will be invalid. Those who have served as judges for three consecutive years will in principle not be selected for this year's judging panel. The renewal rate of judges in the annual judging panel must reach or exceed one-third.
(2) Strengthen the management of the jury committee
Each jury committee establishment unit must attach great importance to the application, review and review of professional titles, so as to clarify responsibilities, perform their respective duties and coordinate with each other. The scope of the review majors and personnel of the review committee shall be clearly defined, and a comprehensive review committee that mixes different majors or non-similar majors shall not be established. The professional (discipline) evaluation team and the evaluation committee implement closed management. Anyone related to the evaluation work shall not use their position to seek benefits for themselves or others in evaluating professional titles. Social organizations are strictly prohibited from conducting professional title reviews for profit-making purposes. If the evaluation committee exceeds the evaluation authority without authorization or expands the scope of evaluation, the evaluation results will be invalid; if the unit that establishes the evaluation committee does not carry out evaluation work for two years without any reason, it will be treated as automatically giving up the evaluation right; if the evaluation discipline is violated or the authority is used for favoritism, the evaluation results will be invalid. Crack down on the juries and professional (discipline) review team members who suppress professional and technical personnel, revoke the juries, disqualify the judges, and hold them accountable.
Professional titles in foreign languages ??and
Computer application abilities
According to the Municipal Human Resources and Social Security Bureau’s “Notice on Issues Concerning the Policies for Professional Titles in Foreign Languages ??and Computer Application Abilities” (Huai Human Resources and Social Security Bureau) Secret [2017] No. 19) stipulates that when professional and technical talents apply for professional titles, the foreign language proficiency test (including ancient medical literature and ancient Chinese exams, the same below) and the computer application ability test are not required as necessary conditions. When setting up positions and hiring professional and technical personnel, each unit shall not determine the conditions for foreign language and computer application abilities without authorization. If professional and technical positions really require passing the foreign language or computer application proficiency examination, they should be submitted to the Municipal Human Resources and Social Security Bureau for approval. Foreign language and computer application ability for professional titles can be included as one of the continuing education contents. Those who pass the foreign language and computer competency exams for professional titles can register for continuing education hours at one time. Professional and technical qualifications
Continuing education for personnel
The requirements for continuing education hours for applying for high and intermediate professional and technical qualifications: 432 hours of continuing education in the past 5 years (2015 72 credit hours per year, 90 credit hours per year from 2016 to 2019). (2) Length of service.
The tenure of a professional title or the length of service are calculated based on the anniversary year. If a professional title is obtained through review, the calculation shall start from the date when the review is passed by the evaluation committee; if a professional title is obtained through examination, the calculation shall be calculated from the last day of the examination; for a professional title obtained by a graduate of a college or technical secondary school who has been transferred to a regular position, the calculation shall be from the date when the professional title is approved by the review committee. (3) Annual assessment.

(4) Time cut-off point.

(5) Professional title recognition.
Except for doctoral candidates who can be recognized for intermediate professional titles for the first time, all series of professional and technical personnel (excluding those who are evaluated through examinations) need to obtain intermediate professional titles or above by participating in the review, and the direct recognition of intermediate professional titles will no longer be carried out.
Disciplinary requirements
Professional title review work is highly policy-based, involves a wide range of areas, and has a great social impact. All units and departments must strengthen organizational leadership and carefully organize and implement the tasks to ensure the smooth progress and successful completion of this year's professional title review tasks.
(1) Strengthen organizational leadership. All departments and units must carry out their work under the unified leadership and overall supervision of the party committee. They must each take their own responsibilities, cooperate closely, be foreseeable and forward-looking in the professional title review work, properly handle the contradictions and problems encountered in the work, and ensure the successful completion of this year's professional title review work tasks.
(2) Strict work discipline. All units and departments must earnestly implement the "three insistences" and "three strict prohibitions".
The "three insistences" are: adhere to the professional title review avoidance system. If the review committee and its professional (discipline) review team members are legally required to withdraw, they will resolutely avoid it; adhere to the review confidentiality system, and those who participate in the selection of the expert list are responsible for the randomly generated list. Responsibility for confidentiality. Participating experts have the obligation to keep the review process and results confidential; adhere to the review publicity system, and relevant information and application materials of professional title applicants must be publicized in the recommending unit. The publicity time shall be no less than 5 working days. Application materials that have not been publicized , all levels of judging committees will not accept the application. Proof of publicity requires the employer to provide image materials or screenshots of website publicity. The "three strict prohibitions" are: it is strictly prohibited to use the opportunity of institutional reform to make surprise assessments of professional and technical titles; it is strictly prohibited for review staff to take advantage of their positions to seek improper benefits for themselves or others; it is strictly prohibited for social organizations to carry out professional title review work for the purpose of profit.
(3) Strengthen work supervision. All units must actively build a comprehensive supervision system of party committee leadership, government supervision, unit (industry) self-discipline, and social supervision, gradually establish a review and disclosure system of "four disclosures" of policies, standards, procedures, and results, and further improve review work procedures and rules, Detailed responsibilities of review committee staff and review experts. (4) Establish an integrity mechanism. According to the Provincial Department of Human Resources and Social Security's "Notice on Strengthening the Construction of the Integrity Mechanism for Professional Title Reviews" (Wanrenshemi [2018] No. 422), when professional and technical personnel apply for professional and technical qualifications, they must sign the "Integrity Commitment for Declaring Professional and Technical Qualifications" 》, promising that all application materials submitted are true and credible. The employer and the unit that establishes the jury must carefully verify the application materials, strictly control the application materials, sign the review opinions, and stamp the official seal of the unit.
