At the same time, King Li appointed Rongyi Gong as a minister and implemented "patent" to monopolize social wealth and resources. In order to suppress the dissatisfaction of the people, King Li ordered the guards to monitor and kill anyone who "slandered the king". As a result, everyone was in danger and eventually led to a national uprising.
In 841 BC, the Chinese people rioted on a large scale, and King Li was forced to flee to Zhi (now Huo County, Shanxi). The administration of the DPRK was by the two ministers Zhao Gong (Zhao Mu Gonghu) and Zhou Gong (Zhou Dinggong), named "***he" (one theory is that the princes *bohe and regents were responsible for the administration).
