* * * * * Measures for the Administration of Selection of High-level Vocational Colleges and Professional Construction Projects (for Trial Implementation)

Chapter I General Provisions

Article 1 In order to strengthen the project management of * * * * high-level higher vocational schools and professional construction plans (referred to as "Double High Plan") and ensure the smooth implementation of the "Double High Plan", according to the Opinions of the Ministry of Education and the Ministry of Finance on Implementing the * * * * high-level higher vocational schools and professional construction plans (J.F. [2019] No.5).

Article 2 The Ministry of Education and the Ministry of Finance (hereinafter referred to as the two ministries) jointly organize and manage, and the localities (including the project school organizers, the same below) make overall plans to promote the project construction, and the schools will implement it in detail.

Article 3 Project funds include central financial funds, local financial funds and self-raised funds of schools.

Article 4 The "Double High Plan" starts the first round of construction with a support cycle every five years. The implementation of total control, dynamic management, annual assessment, due assessment, in and out, the survival of the fittest. Focus on supporting the construction of about 50 high-level vocational schools and 150 high-level professional groups.

Chapter II Division of Responsibilities

Article 5 The two departments are responsible for making decisions on major issues such as overall planning, coordination and promotion, and their main responsibilities include:

(1) Project design, approval, process supervision and performance management;

(two) the key tasks in the planning stage, and make overall arrangements for the central financial funds;

(three) the establishment of the project construction consulting expert committee (hereinafter referred to as the "special committee");

(four) to examine and approve the project selection and evaluation criteria;

(five) to guide the provincial education and finance departments to manage regional performance;

(6) Entrust a third party to evaluate the project performance.

The Department of Vocational Education and Adult Education of the Ministry of Education undertakes the daily work of the "Double High Plan".

Article 6 A special committee shall be composed of experts from relevant industry departments, schools, scientific research institutions and industrial enterprises. Entrusted by two departments, it mainly undertakes the following tasks:

(a) to develop the "double high plan" construction unit selection criteria and assessment criteria;

(two) review the construction plan and task book;

(three) to provide consulting services for project construction.

Seventh provincial education and finance departments mainly perform the following duties:

(a) according to the selection conditions, to carry out project pre-trial and recommendation;

(two) to guide and supervise the local project construction, coordinate and solve related problems;

(three) to implement the relevant supporting policies and construction funds of the project school, and supervise the project.

Eighth project school organizers mainly perform the following duties:

(1) Give full play to the main role of running a school, give support in terms of policies, funds and resources, and create a good project construction environment;

(two) to guide the project construction work, coordinate and solve related problems.

Ninth project schools mainly perform the following duties:

(a) to prepare and submit the project construction plan and task book;

(two) in accordance with the approved construction plan and task book for project construction;

(three) to ensure the standardized, safe and efficient use of project funds;

(four) to complete the project performance objectives, submit the project construction report as required, and accept monitoring, auditing and evaluation.

Chapter III Project Selection

Tenth "double high plan" selection adhere to the quality first, reform-oriented, supporting the excellent and strengthening, oriented to the independent establishment of specialized vocational schools (including specialized vocational schools organized by social forces), divided into high-level schools and high-level professional groups two types of layout. On the premise that the annual average financial allocation level of higher vocational schools meets the national unified requirements and increases year by year, we will give inclined support to the provinces with good development environment of vocational education, strong promotion of key work, obvious reform results and strong financial guarantee of the "double high plan" policy.

Eleventh schools must meet the following basic conditions:

(A) the conditions for running a school are higher than the standards set by higher vocational colleges, and the digital campus infrastructure is higher than the standards of the Code for the Construction of Digital Campus in Vocational Colleges.

(2) The school has a high level of talent training and governance, and the integration of production and education and the cooperation between schools and enterprises have achieved remarkable results, which has made great contributions to regional development. The following achievements have been made: it has been identified as the construction unit of high-quality higher vocational colleges at or above the provincial level in the Action Plan for Innovation and Development of Higher Vocational Education (2015-2018); The school charter has been formulated and put on record at the provincial level, with a board of directors or a board of directors, a school-level academic committee established, and a sound internal quality assurance system; Standardized financial management and sound internal control system; Take the lead in setting up a vocational education group with substantial operation, and the cooperative enterprises have invested heavily in running schools; Set up a collaborative innovation center for applied technology and a skills master studio; The number of non-academic training is not less than the number of full-time students; The completion rate of enrollment plan in the past three years is not less than 90%, and the employment rate of graduates after half a year is not less than 95%; Cooperate with "going out" enterprises to carry out employee education and training, Sino-foreign cooperative education projects registered by the Ministry of Education or recruit foreign students with academic qualifications.

(3) The school adheres to the orientation and direction of vocational education, with high enthusiasm, initiative and creativity, good foundation of education and teaching reform, school-enterprise cooperation and professional construction, high quality of personnel training and teaching staff, high employment level of students and high social support.

(four) the school has not less than five of the following nine landmark achievements:

1. Won the National Teaching Achievement Award in the last two sessions (the first completed unit);

2. Presided over the national vocational education professional teaching resource database project, and the application effect is good;

3. Undertaking the pilot reform of national education and teaching and achieving remarkable results (including only the pilot of modern apprenticeship, the pilot of comprehensive reform of "three rounds of education", the pilot of teaching diagnosis and improvement, and the pilot of directional training of non-commissioned officers);

4. There are national key majors (including only key majors supported by national demonstration and backbone higher vocational colleges);

5. In the past five years, the school employment work has been rated as a national typical employment and entrepreneurship (including only national graduate employment typical experience universities, innovation and entrepreneurship typical experience universities, and innovation and entrepreneurship education reform demonstration universities);

6. In the past five years, students have won prizes in national and above competitions (including only the World Skills Competition, the National Vocational College Skills Competition, the China "internet plus" College Students' Innovation and Entrepreneurship Competition, the "Challenge Cup" National College Students' Extracurricular Academic Research Works Competition, and the China College Students' Entrepreneurship Plan Competition);

7. Teachers won national awards (including only "*" famous teachers, Huang Danian-style teams in national colleges and universities, and national vocational college teaching ability competition);

8. Establish a school-level competition system, and have hosted the National Vocational College Skills Competition in recent five years;

9. Establish a school-level annual quality report system, and issue the "Annual Quality Report of Higher Vocational Colleges" for nearly five years without any negative behavior being notified.

On the basis of meeting the above conditions, there has been no major violation of discipline and discipline in enrollment, finance, internship and student management in the past five years. This school is not included in the promotion plan of the whole province.

Twelfth professional organizations must meet the following basic conditions:

(a) the professional group positioning is accurate, docking key areas of national and regional leading industries, pillar industries and strategic emerging industries. The logic of the establishment of professional groups is clear, and the enjoyment of professional teaching resources in the groups is highly related to employment, forming a construction mechanism with complementary advantages and coordinated development. It has distinctive professional characteristics, obvious industry advantages and strong social influence.

(2) Professional groups have high-level professional leaders and teaching innovation teams, and off-campus part-time teachers have good quality. The practice teaching base has advanced facilities and standardized management, and the base construction is suitable for the design of practice teaching projects. Schools and enterprises design a scientific and standardized curriculum system for professional groups, which embodies new technologies, new processes and new norms in the industry, the deep integration of information technology and education and teaching, and rich online and offline curriculum resources.

(three) the quality of professional students is good, and maintain a certain scale of running a school. Establish a follow-up investigation mechanism for graduates' employment, and students' employment counterpart rate, employer satisfaction and student employment satisfaction are high. In-depth cooperation with industry enterprises to carry out scientific research, development and application, scientific research projects and patents.

Thirteenth project selection includes three links: school application, provincial recommendation and selection confirmation.

(1) school declaration. Schools that meet the requirements of Articles 10, 11 and 12 shall voluntarily declare and submit application materials (including declaration, overall construction plan of the school, construction plan of no more than 2 professional groups, authenticity statement, commitment letter, etc.). ) Go to the Provincial Education Department as required.

(2) Provincial recommendation. The provincial education department shall, jointly with the financial department, select the best candidates according to the basic conditions. After the school application materials and the selection results are publicized without objection, a letter of recommendation (including the ranking table of recommended institutions, authenticity statement, etc.) shall be issued and submitted to the two departments together with the application materials of the recommended schools.

(3) Select and confirm. The two departments entrusted special committees to select high-level schools and high-level professional groups in turn. According to the selection criteria of high-level schools and professional groups, the special Committee scored the evaluation of schools and professional groups respectively. According to the comprehensive ranking of schools and two professional groups, the recommended units of high-level schools are determined. The recommended grades are divided into three grades, including A-level schools 10, B-level schools 20 and C-level schools 20. According to the comprehensive ranking of schools and 1 professional groups, considering the industrial layout and the distribution of professional groups, the recommended units of high-level professional groups are determined. The recommended scores are divided into three grades, 30 points for A, 60 points for B and 60 points for C.. These two departments review, publicize and publish the recommended results. According to the annual funding arrangement, the central government guides and supports a number of projects through relevant transfer payments, and local governments and schools raise funds to build a number of projects.

Chapter IV Project Implementation

Fourteenth project schools according to the construction tasks and budget arrangements, determine the performance objectives, the preparation of the project task book. The provincial education and finance departments shall report to the two departments for examination and approval after examination and approval.

Fifteenth project schools according to the examination and approval opinions to modify and improve the construction plan and task book, submitted to the two departments for the record and start construction.

Sixteenth project schools in accordance with the construction plan and task book for the record, in principle, no adjustment. In the process of construction, it is really necessary to make adjustments, which must be approved by the provincial education and finance departments and reported to the two departments for the record.

Seventeenth at the end of each support period, the project school shall submit the acceptance report as required, and after the provincial acceptance, it shall be reported to the two departments for review. The evaluation results shall be published and used as an important basis for the selection of the next cycle.

Chapter V Project Management

Eighteenth formulate performance evaluation methods, fully implement the budget performance management, implement management responsibilities, improve management methods, and improve the performance of fund use.

Nineteenth performance evaluation results as an important basis for adjusting the project financial support. Increase support for projects with strong fund-raising ability and remarkable construction results; We will give a warning to projects with poor fund raising, slow implementation progress and limited construction results, and reduce the amount of financial support as appropriate. Major problems, projects that have not been improved after rectification, project construction will be suspended. Suspended project schools may not apply for the "double high plan" project again.

Twentieth one of the following acts, given a warning, rectification, suspension of the project and other penalties. Depending on the seriousness of the case:

(a) the preparation of a false budget, obtaining state financial funds;

(two) the implementation of the project is not effective, and no substantive construction has been carried out;

(3) adjusting the contents of the approved construction plan and task book without authorization;

(four) the use of project funds does not conform to the provisions of the national financial system;

(five) other acts in violation of national laws and regulations and the provisions of these measures.

Chapter VI Supplementary Provisions

Article 21 These Measures shall come into force as of the date of promulgation. All localities should formulate detailed rules for implementation according to these measures.
