Chapter I General Provisions Article 1 In order to implement the innovation-driven development strategy and improve the ability of scientific and technological innovation, these Regulations are formulated in accordance with the provisions of relevant laws and administrative regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to scientific and technological innovation promotion activities within the administrative area of this province.

Article 4 The people's governments at or above the county level shall strengthen their leadership in promoting scientific and technological innovation, formulate scientific and technological innovation plans and policies, increase investment in scientific and technological innovation, strengthen the construction of scientific and technological management teams, and improve the innovation-driven assessment and evaluation system and the commendation and reward system. Article 5 The administrative department of science and technology of the people's governments at or above the county level shall be responsible for the work of scientific and technological innovation within their respective administrative areas.

The development and reform, economy and informatization, education, finance, human resources and social security, auditing and other departments of the people's governments at or above the county level shall be responsible for the promotion of scientific and technological innovation according to their respective responsibilities. Chapter II Talents of Scientific and Technological Innovation Article 6 The people's governments at or above the county level shall strengthen the construction of talents of scientific and technological innovation, formulate and improve the policies for training and introducing talents of scientific and technological innovation and the distribution policy oriented to knowledge appreciation, and provide preferential or convenient conditions for talents of scientific and technological innovation in the aspects of enterprise establishment, project application, guarantee of scientific research conditions, post employment, promotion of professional titles, entry and exit, handling household registration or residence permit, housing, spouse placement and children's enrollment.

Support institutions of higher learning, research and development institutions, enterprises and other organizations to establish a training mechanism for scientific and technological innovation talents.

Encourage domestic and foreign scientific and technological innovation talents to carry out cooperative research, academic exchanges, technical training, and part-time jobs within their respective administrative areas.

Encourage and support scientific and technological innovation talents to carry out international academic exchanges. Seventh provincial people's government should establish a classification evaluation mechanism for scientific and technological innovation talents. The classified evaluation of scientific and technological innovation talents should play the role of evaluation subjects such as government, market, professional institutions and employers.

The evaluation of basic research talents is mainly based on peer academic evaluation, while the evaluation of applied research and technology development talents is mainly based on market or social evaluation. Article 8 Enterprises can introduce innovative talents in science and technology by combining talents with projects, inviting public tenders and setting up R&D institutions outside the province, and the required expenses can be included in the operating costs. Article 9 Scientific researchers of institutions of higher learning and research and development institutions may leave their posts or take part-time jobs in enterprises to carry out scientific and technological innovation activities upon their own application and with the approval of their units.

When a scientific researcher leaves his post to carry out scientific and technological innovation activities, he shall sign an agreement with the unit, stipulating the time limit for leaving his post, basic treatment, confidentiality, ownership of achievements, etc. , clear the rights and obligations of both parties. The agreed basic benefits such as professional title promotion, file salary, social insurance and housing accumulation fund shall not be lower than the relevant provisions of the state and province.

Scientific research personnel who leave their posts to carry out scientific and technological innovation activities shall be allowed to return to their original units within three years from the date of leaving their posts; Where a scientific researcher who leaves his post to carry out scientific and technological innovation activities resigns, the original unit shall handle it in accordance with the relevant provisions on the resignation of on-the-job personnel.

The achievements of scientific researchers in part-time jobs in enterprises can be used as the basis for job title evaluation, job competition and assessment. Tenth institutions of higher learning, research and development institutions in the preparation of the plan, can independently set up scientific research posts, independent public recruitment of all kinds of scientific and technological innovation talents. Eleventh institutions of higher learning, research and development institutions and enterprises shall, according to the post characteristics of scientific research personnel, establish a classification evaluation mechanism for professional and technical posts and a separation mechanism for evaluation and employment.

Institutions of higher learning, research and development institutions and enterprises can directly evaluate and hire professional and technical positions for talents with remarkable achievements in scientific and technological innovation. Chapter III Platforms for Scientific and Technological Innovation Article 12 The people's governments at or above the county level shall support the construction of public scientific and technological innovation platforms such as key laboratories, engineering (technical) research centers, enterprise technology centers, scientific and technological infrastructure platforms, creative spaces, and scientific and technological business incubators. Thirteenth administrative departments of science and technology of the people's governments at or above the county level shall establish and improve the platform for the enjoyment of scientific and technological resources and provide services for the society.

The administrative department of science and technology of the provincial people's government shall publish the open directory project of the provincial science and technology infrastructure platform and the open directory project of large-scale scientific instruments and equipment, and update them in time. Fourteenth the use of financial funds to form scientific and technological resources, should be included in the management of scientific and technological resources platform, and to the public.
