My application for a patent for invention was rejected as "not novel". Can I apply again after improvement?

The patent system in foreign countries is different from that in China. It can't be said that our country's novelty determination is too strict, because our country has higher requirements for invention patents. It doesn't mean that you have improved, but it must be a major improvement and aimed at the definition listed in the first paragraph of Article 2 of China's Patent Law. In China, novelty means that the invention or utility model does not belong to the existing technology, and no unit or individual has filed an application with the patent administration department of the State Council on the same subject before the filing date, and it is recorded in the published application documents or patent documents.

If your application is rejected, you can apply for administrative reconsideration. If you refuse to accept the original judgment, you can appeal.

If your invention patent is rejected because it is not novel, you can check whether the reference conflicts with the technology published at home and abroad, or someone has applied before you. If your invention is not made public, you can propose an improved new technical scheme. However, if the same reasons and evidence are used or are basically similar, it is generally unacceptable. I suggest you do a search or entrust a patent agency. Or consider applying for a utility model (if it is a possible subject).
