2. Improve the incentive measures. If the funds are idle for a long time, it is necessary to adjust and optimize the management and use methods in time and increase support for industrial parks.
3. Actively regulate and guide. All localities should establish a correct index orientation, not blindly pursue the expansion of the number of pledged patents, avoid decomposing indicators and apportioning tasks at different levels, and continue to encourage and support the pledge of utility model and design patents.
