The National Science and Technology Progress Award is nominated by the following units or individuals:
(1) Experts, scholars, and organizations that meet the qualifications specified by the science and technology administrative department of the State Council;
(2) Relevant departments of the central and state agencies, the science and technology department of the Central Military Commission, and the people's governments of provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning.
Application materials
1. "Recommendation Letter for ××× Science and Technology Progress Award"
2. Proof of evaluation of scientific and technological achievements: such as identification certificate, review and acceptance certificate , patent authorization certificate, industry access certificate, etc.
3. Application proof.
4. Other relevant supporting materials. The above 1-4 materials are bound in order into a volume, 10 sets in one set (no additional cover is required). A set of identification technical information and physical photos are also provided.
Application form:
Applicants need to submit the "××× Science and Technology Progress Award Recommendation Letter" application procedures
Step 1: The Science and Technology Bureau shall comply with relevant requirements Issue a declaration notice.
Step 2: The unit applying for the Science and Technology Progress Award shall fill in the "××× Science and Technology Progress Award Recommendation Letter" and stamp it with the official seal, then submit it to the Science and Technology Bureau and pay the evaluation fee.
The third step: The Science and Technology Progress Award Review Committee organizes the review.
Step 4: The review results will be published on the website of the Science and Technology Bureau to solicit objections.
Step 5: Which level to apply for will be reviewed and approved by which level of government. After reviewing and approving award projects, the level of government that reviews and approves them will award awards and issue bonuses and award certificates.

Article 2
The State Council establishes the following national science and technology awards:
(1) National Highest Science and Technology Award;
(2) National Natural Science Award;
(3) National Technology Invention Award;
(4) National Science and Technology Progress Award;
(5) International Science and Technology Cooperation Award of the People’s Republic of China.
Article 14
The National Science and Technology Award implements a nomination system and does not accept self-recommendations. Candidates are nominated by the following units or individuals:
(1) Experts, scholars, and organizations that meet the qualifications stipulated by the science and technology administrative department of the State Council;
(2) Central and state Relevant departments of the government, the Science and Technology Department of the Central Military Commission, and the people's governments of provinces, autonomous regions, municipalities directly under the Central Government, and cities under separate state planning.
The qualifications for nomination of relevant individuals and organizations from the Hong Kong Special Administrative Region, Macao Special Administrative Region, and Taiwan Region shall be stipulated by the Science and Technology Administration Department of the State Council.
Embassies and consulates of the People’s Republic of China abroad may nominate candidates for the International Science and Technology Cooperation Award of the People’s Republic of China.
