Can Jinan patent transfer contract be governed by agreement?

If there is an agreement, the parties to the contract may agree in the written contract to choose the jurisdiction of the people's court where the defendant's domicile, the place where the contract is signed, the plaintiff's domicile and the subject matter are located, but they shall not violate the provisions of this Law on hierarchical jurisdiction and exclusive jurisdiction. If there is no agreement, it shall be under the jurisdiction of the place where the defendant is located or the place where the contract is performed. Article 10 of the current Patent Law 1 stipulates that "the patent application right and patent application right can be transferred", so both the patent right and patent application right can be transferred.
