Single source procurement is a non-competitive procurement method. The procuring entity solicits suggestions or quotations from a single supplier, contractor or service provider in order to purchase goods, projects or services under appropriate conditions. Single-source procurement, also known as direct procurement, refers to the situation that the purchased goods have a single source channel, or are patented, first created and added to the contract, and then the original procurement items are expanded, and it is impossible to purchase from other suppliers due to unforeseen emergencies.

1. The publicity period of single-source procurement suppliers shall not be less than 5 working days.

Article 38 of the Regulations for the Implementation of the Government Procurement Law stipulates that: if the amount of public bidding meets the standard and meets the requirements of Item 1 of Article 3 1 of the Government Procurement Law, and the procurement can only be made from a sole supplier, the purchaser shall publicize the information of the procurement project and the name of the sole supplier in the media designated by the financial department of the people's government at or above the provincial level, and the publicity period shall not be less than 5 working days.

2, in the local finance bureau designated media tender announcement, explain the basic situation of the procurement project and the reason for using a single source, the announcement period, within 5 working days.

If there is any objection, supplementary argumentation shall be organized within 5 working days after the expiration of publicity. If the objection is established through argumentation, other procurement methods shall be adopted according to law; If the objection is not established after argumentation, it shall be submitted to the local government procurement office together with the objection, argumentation and publicity.

3. Sign the government procurement contract.

The government procurement center is responsible for organizing purchasers to sign government procurement contracts with suppliers, and reporting them to the Miyun District Government Procurement Office for the record within 5 working days after signing.

4, government procurement documents for the record.

Within 5 working days from the date of signing the procurement contract, the entrusted procurement agreement, tender announcement, bid-winning confirmation, bid-winning notice, bid-winning announcement and bid-winning contract shall be reported to the local government procurement office for the record.

5. Payment of the contract price.

Review the invoices and acceptance reports submitted by suppliers, submit the relevant materials for payment of the contract price to the local government procurement office within 2 working days, and the local finance bureau will pay the contract price according to the government procurement procedures.

6, government procurement documents filing.

Within 5 days after the completion of the procurement project, the government procurement documents will be sorted and filed.
