Liu Yun's Representative Academic Achievements

Representative scientific research achievements:

(1) presided over the completion of the National Natural Science Foundation projects "Globalization of Technological Innovation of Multinational Corporations and Its Impact on China" (79970059) and "Research on Organizational Model and Management of Technological Innovation Internationalization of Multinational Corporations" (74073005), established the theoretical framework of organizational mechanism and management model of technological innovation internationalization of multinational corporations, and carried out the patent econometric analysis of multinational corporations' patent strategy and impact in China for the first time. It is of great theoretical significance for China enterprises to understand the operating mechanism of multinational R&D internationalization, make effective use of the spillover effect of multinational R&D internationalization, implement the "going out" strategy, make full use of global scientific and technological resources, and improve their independent innovation ability.

(2) He presided over the completion of the major national science and technology infrastructure project "Research, Development and Application of China Basic Research Management Information System" and created the "China Basic Research Network", which established an authoritative data platform for China's basic research policy, management, data sharing and academic exchange.

(3) Presided over and completed the preliminary special projects of the National Key Basic Research Plan (973) "Investigation and Construction of Science and Technology Evaluation System in China" and "Research on Frontier Theory, Method and Application System of Science and Technology Evaluation". The research results directly support the promulgation of two important documents, the Decision on Improving the Evaluation of Science and Technology jointly issued by the Ministry of Science and Technology, the Ministry of Education, the China Academy of Sciences, the China Academy of Engineering and the National Natural Science Foundation of China, and the Measures for the Evaluation of Science and Technology issued by the Ministry of Science and Technology, marking China's'

(4) Presided over the completion of the National Natural Science Foundation's medium-and long-term planning project "Research on Talent Strategy to Enhance the Ability of Scientific and Technological Innovation", and the research results were adopted by the National Medium-and Long-term Scientific and Technological Development Plan Outline.

(5) Presided over the completion of the national international scientific and technological cooperation project "Research on the monitoring model of international scientific and technological cooperation resources based on data mining", conducted high-level cooperative research with famous professors from the School of Public Policy of Georgia Institute of Technology, put forward the concept of "three first-class" international scientific and technological resources for the first time, established systematic monitoring indicators and models, and constructed the monitoring system of international scientific and technological cooperation resources.

(6) Presided over the completion of the key project of the National Defense Science and Technology Basic Plan "Research on National Defense Science and Technology Evaluation System", and was responsible for drafting the Eleventh Five-Year Plan for the Development of National Defense Science and Technology Industry and the National Defense Science and Technology Evaluation Measures. The research results provide important decision support for improving and perfecting the national defense science and technology evaluation system.

(7) As a member of the "Eleventh Five-Year" national basic research planning expert group organized by the Ministry of Science and Technology, he participated in the investigation and was responsible for drafting the "Eleventh Five-Year" national basic research planning.

(8) He presided over the writing of the special report "The First 12 Sino-US Joint Commission on Science and Technology Cooperation" and "Comparison of Basic Research between China and the United States", and served as the invited main report of the Sino-US Science and Technology Policy Forum.

(9) Presided over and completed the key planning projects of the Eleventh Five-Year Plan of the Commission of Science, Technology and Industry for National Defense, namely "Research on the Policy and Management of Major National Technological Innovations", "Research on Promoting the Coordination Mechanism of Technological Innovations in integration of defense and civilian technologies", "Research on the Development of Innovative Industries of National Defense Science and Technology Industry" and "Research on the Development Strategy of National Defense Basic Research", which opened up a new field of national defense science and technology management, promoted the construction of national defense science and technology innovation system in integration of defense and civilian technologies and explored an innovative national defense science and technology development model.

(10) presided over the completion of the National Natural Science Foundation's special project "Design and Research on the Performance Evaluation System of Science Funds", which provided support for the National Natural Science Foundation to implement the international evaluation of the overall funding and management performance of science funds for 25 years.
