The notice makes it clear that the application materials such as inventions, patents and papers submitted by candidates must be original by the candidates themselves and be responsible for their authenticity. For the competition certificate to be recognized, it is necessary to organize relevant experts to seriously evaluate the scientific, authoritative, standardized and universal nature of the competition, and ensure that the registration conditions are strictly standardized.

In view of the pilot colleges and universities, the Notice requires that the school assessment methods should be improved, the assessment procedures and standards should be seriously implemented, and all candidates who have passed the examination of the application materials should be assessed, and the assessment should not be exempted under any circumstances. According to the notice, for candidates who provide false application materials, colleges and universities will cancel their corresponding independent enrollment qualifications in accordance with relevant regulations, and inform the provincial enrollment examination institutions where the candidates are located, and the provincial enrollment examination institutions will cancel their corresponding college entrance examination qualifications in accordance with relevant regulations.
