Chaotic management, fraud, unprincipled work, forced overtime, and dismissal if not working overtime. The work efficiency is low and backward. They still rely on hand-made forms to do everything. Low work efficiency is entirely a problem of middle-level cadres. Improving staff efficiency is what you should do, not unlimited overtime work. My personal suggestion is to evaluate mid-level cadres every month and make at least two fruitful decisions every month to improve work efficiency and departmental order.
