The living situation of private inventors is worrying

However, the current living conditions of private inventors across the country are generally worrying, and innovative inventions have failed to make their lives more exciting. Lu Dahan, Vice Chairman of the China Invention Association, said: "my country's non-service inventors are generally in a difficult situation. Whether it is from the perspective of achievement transformation or living conditions, many non-service inventors in our country belong to vulnerable groups and are generally in a difficult situation." p>
In Chongqing, most of the thousands of private inventors live in poverty. Due to various reasons, although they have patented technology in their hands, they live a life of poverty, and some even have problems with basic food and clothing. A staff member of the State Intellectual Property Office said that when many private inventors apply for materials, the review fees handed over are small change, which is sad to see.
In Hunan Province, more than 50,000 patents have been registered in the past 20 years. At least 6,000 technology inventors are short of money, and 4,000 are heavily in debt due to their inventions.
In Shenzhen, many private inventors have a lot of inventions and patents, but often due to problems such as funding gaps and lack of social connections, it is difficult to transform their inventions. They hold several inventions but fail to take the lead in getting rich. , many people are repeatedly deceived because they are eager to turn inventions into products.
“The widespread poverty of private inventors has become a negative factor hindering the development of innovation.” said Yuan Bowei, president of the Hubei Provincial Innovation Research Association. However, it is gratifying that relevant government departments are paying more and more attention to the development of private science and technology. The social environment for private inventions is constantly improving, and the living conditions of private inventors are gradually improving.
The low conversion rate of results has become a bottleneck

She believes that the "Regulations on Promoting the Transformation of Scientific and Technological Achievements" should be formulated as soon as possible to clearly stipulate matters such as risk sharing, income distribution and financial support for the transformation of scientific and technological achievements.
When talking about the factors that restrict the transformation of the achievements of private inventors, Zhang Haifeng, director of the China Private Science and Technology Invention Industry Development Guidance Center, believes that there are three reasons. First, the evaluation of scientific and technological achievements "emphasizes theory and neglects practice." ", emphasizing academics and neglecting applications", lacking a reasonable income distribution mechanism, imperfect transformation service system, and imperfect policy environment; secondly, it is difficult to raise funds, difficult to transform achievements, and private invention intermediaries struggle to survive; thirdly, it is difficult to succeed with invention results transformation, it is difficult to produce economic and social benefits.
Zhang Haifeng said that if a patent wants to be industrialized, it can only be implemented when objective conditions such as funds, technology, market, and production management are met. Many inventors complain that they have innovations and inventions but are unable to transform their achievements. They always emphasize the social environment such as difficulty in financing and promotion of achievements, lack of government support, etc., and rarely look for the reasons within themselves. "As an inventor, we should actively strive to be linked to enterprises, contact relevant parties to implement pilot trials of results, and lay the foundation for the transformation and industrialization of scientific and technological achievements."
Zhang Haifeng believes that relevant government departments should attach great importance to this. The first is to deepen the reform of the scientific and technological achievements evaluation system, regard the transformation of scientific and technological achievements as an important part of the evaluation of development scientific and technological personnel, and ensure that researchers engaged in technology development and basic research have the same academic treatment; the second is to strengthen the financial support for industry-university-research cooperation. Support, improve the risk investment system, and improve tax incentives and subsidized loan policies for industry-university-research cooperation projects; third, formulate the "Regulations on Promoting the Transformation of Scientific and Technological Achievements" as soon as possible to clarify matters such as risk sharing, income distribution, and financial support for the transformation of scientific and technological achievements. Policy support creates an innovative atmosphere

Zhang Haifeng believes that as an important supplement to mainstream science and technology, private science and technology should be given more support, protection and understanding, and try to provide various conditions for inventors. The development of science and technology in our country requires the joint efforts of the government and the people. With the development of market economy, it is imperative to vigorously develop private science and technology.
“In recent years, the government has been encouraging and supporting citizens to participate in scientific and technological innovation activities.” Peng Shuming, Hunan Provincial Agency of the State Intellectual Property Office, said that the state stipulates application fees, invention review fees and three years after authorization. The reduction ratio of annual fees is 70% for service inventions and 85% for non-service inventions; the reduction ratio for invention maintenance fees and reexaminations is 60% for service inventions and 80% for non-service inventions. "This reflects the national policy's support for private science and technology researchers."
At the local level, the Shenzhen government's supportive attitude is very clear. Last year, the Shenzhen Hi-Tech Fair established a new personal technology innovation exhibition area to provide a free platform for private invention patents and innovative non-governmental knowledge projects to publish, display and seek cooperation. The relevant person in charge of the Shenzhen Science and Technology Information Bureau said that Shenzhen will recently introduce specific measures to support the development of private science and technology, and will allocate 5 million yuan this year to support non-Japanese awareness projects.
