With the rapid increase of mobile network coverage in Vietnam, the government is eager to further develop domestic 5G networks. According to many media reports, Vietnamese officials and major mobile telecom operators seem to be very cautious and unwilling to adopt Huawei equipment.
In the relationship between the two countries, Vietnam and China are inseparable economically, so they should naturally be Huawei's customers. However, major mobile telecom operators in Vietnam seem to exclude Huawei from the 5G plan.
With the rapid expansion of mobile network coverage in Vietnam, the government is eager to further develop the domestic network. Today, even communities in remote mountainous areas, coastal areas and islands have 4G. Vietnamese leaders said that they hope that the 5G network will be ready next year, with a view to this ultra-high-speed Internet promoting economic development.
Some observers pointed out that Vietnamese operators will be very cautious when signing commercial 5G agreements. Li Wenqiang, former director of the Institute of Strategic Studies of the Ministry of Public Security of Vietnam, said: "If a superpower like the United States regards China as a cyber security threat, then of course Vietnam should do the same."
Deng Qingshan, former legal director of Vietnam Telecom, said that Hanoi's telecom supervision law gave a clear signal, that is, where enterprises should focus. "The Vietnamese government emphasizes the importance of national security in all laws and regulations."
In the cooperation of 5G, the major mobile telecom operators in Vietnam have not chosen Huawei, and they are already seeking cooperation with Ericsson and Nokia. Among them, Viettel Telecom, the largest company, does not use Huawei's equipment in its current 4G network. However, its subsidiaries in Cambodia, Laos and Peru use Huawei's technology in their 4G services.
Vietnam Telecom said that this does not mean that the Vietnamese government-owned company is avoiding Huawei. Tang Todd, deputy general manager of Vietnam Telecom, told The New York Times that Hanoi has never banned Vietnamese telecom operators from using China equipment. He said that this means that one day, Vietnam Telecom and Huawei still have opportunities for cooperation. "We don't know the future."
Being close but not too close seems to be Vietnam's strategy.
